1.    CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.    PUBLIC MEETING

A public meeting was held regarding a proposed new Comprehensive Zoning By-law for the Township of Carling. The following ratepayers addressed Council;

Mike Crookshank raised issues around Highway Service Commercial C-1 Zoning and permitted uses. Mr. Crookshank would like to include items such as tent trailers, tent and campground for seasonal and transient sites, fish and trout pond, roller skating facility, water theme park.

Lori Zednicek asked for clarification around grandfathering and legal non-complying.

Don Sawyer preferred the Non Complying Buildings Chart (5.09.01) remain the same and did not want the suggested change as proposed in the September 9th meeting.

Peter Grant asked for clarification that the proposed chart dealing with Non Complying Buildings would not allow them to exceed the overall G.F.A.

The Public Meeting was closed at 7:16 p.m.

4.    SHORE ROAD ALLOWANCE

SHORE ROAD ALLOWANCE APPLICATION 2011-10

    NOW THEREFORE BE IT RESOLVED That Carling Council agree to open a file, SRA 2011-10 being an application to close and convey shore road allowance in front of Con 12, Pt Lot 54, Parcel 8026 SS, and that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10.  Applicants:  Donald Morgan Sawyer, 64 Alves Rd.

                            Carried.

5.    REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer, as distributed.

6.    REPORTS OF COMMITTEES

Councillor Konoval reported on the Open Houses for the Proposed Zoning By-law and the excellent work done by staff and the Planner.

Councillor Konoval indicated that he would not be able to attend either the September or October meetings of REDAC and asked if either Councillor Murphy or Councillor Larson could attend on his behalf. The announcement of Carlings participation is in his opinion historic and bodes well for the area.

Councillor Konoval noted the letter of thanks from the Town of Parry Sound for the financial contribution for Canadore College another important institution that will benefit young people in the area.
    
Councillor Murphy reminded Council of the Annual meeting with Belvedere scheduled in October.

Councillor Murphy reported that a new CEO for the Parry Sound Library has been hired.

Councillor Murphy informed Council that on October 15 a Celebrate Carling Evening is being organized and all ratepayers are welcome to attend. More information is to follow.

Councillor Larson reported on the Parry Sound Planning Board and the implementation of deposits to help reduce outstanding accounts by applicants.

Councillor Larson reported on the Industrial Park and the rejection of a proposal by a firm to install solar panels on three prime lots as it would not create long-term jobs for the area.

Councillor Gordon informed Council that the Park-to-Park trail section located in Carling was now completed and a grand opening ceremony would take place after the election. A concern however was raised that the new highway was having a significant negative impact on the existing trail and the Committee would be approaching both Carling and MacDougall for possible solutions.

Mayor Harrison reported on the REDAC meeting he attended and reported that the financial commitment would not begin until 2012 however they would like Council participation for the remainder of 2011.

8.    OTHER BUSINESS

DISTRICT OF PARRY SOUND POVERTY REDUCTION NETWORK
    (DPSPRN)

    WHEREAS numerous studies have shown that people living on social assistance are subject to increased risk of chronic and infectious diseases;

AND WHEREAS local data shows poor nutrition increases chronic and infectious diseases which cost more to treat than to prevent;

NOW THEREFORE BE IT RESOLVED that the Council for Carling Township supports the introduction of an additional $100.00 a month Healthy Food Supplement for all Ontarians living on social assistance;

AND FURTHER BE IT RESOLVED that this be funded solely by the Province of Ontario, and that this resolution be forwarded to our M.P., the Premier, the local M.P.P., and the Minister of Community and Social Services.

                        Carried.

    ONTARIO HEALTH COALITION - MEMBERSHIP REQUEST

Council deferred the item and requested staff to get more information on the Ontario Health Coalition.

DISTRICT OF PARRY SOUND MUNICIPAL ASSOCIATION
FALL ASSOCIATION MEETING

    NOW THEREFORE BE IT RESOLVED that the Council for Carling Township authorize the following Council members to attend the Fall Association meeting being held in Callander on September 30, 2011; Councillor Konoval, Councillor Gordon, Councillor Murphy, and Mayor Harrison.

    FUNDING OF PHYSICIAN RECRUITMENT IN ONTARIO

    WHEREAS the number of health care professionals including physicians are declining in relation to the population of the province of Ontario, and

WHEREAS it is evident to the Township of Carling that municipalities are feeling pressure to provide incentives to attract and obtain health care professionals to meet their residents’ health care needs; and

WHEREAS the Township realized there are inconsistencies in the types and amounts of incentives being offered by municipalities across the province; and

WHEREAS the affordability by municipalities to offer incentives is inequitable potentially jeopardizing the health care of residents geographically; and
    
THEREFORE BE IT RESOLVED that the Council of the Township of Carling sees it fit to eliminate incentives given by municipalities as part of health care recruitment as it is seen as a provincial responsibility;

AND FURTHER that municipalities request the province to develop and implement a plan to attract health care professionals including physicians in a fair and equitable manner without cost to municipalities;

AND FURTHER that the Council of the Township of Carling respectfully requests that all municipalities in the province of Ontario consider supporting the resolution from the Township of Carling;

AND FURTHER that a copy of this resolution be forwarded to the Honourable Leona Aglukkaq, Federal Minister of Health; Premier Dalton McGuinty; Ontario Minister of Health, Deb Matthews; Christine Elliott, Ontario PC Health Critic; and France Gelinas, Ontario NDP Health Critic;

    AND FURTHER that this resolution be circulated to all municipalities in Ontario.

    2012 MUNICIPAL INSURANCE PROGRAM PROPOSAL

    NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling accept the municipal insurance proposal submitted by Jardine Lloyd Thompson Canada Inc. and recommended by staff for 2012 and authorize the CAO to sign on behalf of the Corporation.

    NEW HORIZONS FOR SENIORS PROGRAM (NHSP)

    NOW THEREFORE BE IT RESOLVED that Council for the Township of Carling supports the Parry Sound Family Service’s grant application through the New Horizons for Seniors Program (NHSP), called “We Older Adults Stand Up for Ourselves”.

    BLACK BEARS

    WHEREAS black bears are classified as carnivores and as such are a predatory animal; and

WHEREAS the continuous feeding of black bears results in an unsafe and dangerous large collection of these animals on property which can be in close proximity to other people; and

WHEREAS the local Ministry of Natural Resources (MNR) staff admit it is a problem for both bears and persons if bears are being fed, but are unable to take action due to a lack of legislation; and

WHEREAS the responsibility to regulate and prohibit the feeding of bears is being done by Parks Canada, by other Provincial Provinces and is undertaken by some states in the United States; and

WHEREAS the municipalities do not have the human resources and equipment necessary to safely enforce a ban on feeding black bears;

THEREFORE BE IT RESOLVED THAT the Township of Carling petitions the Ministry of Natural Resources to bring forward Provincial Legislation that would ban the feeding of black bears (excluding for legal hunting purposes) in the Province of Ontario and to take responsibility for the enforcement of the legislation;

AND FURTHER THAT this resolution be sent to the Honourable Dalton McGuinty Premier of Ontario, the Honourable Linda Jeffrey, Minister of Natural Resources, MPP Norm Miller, the Federation of Northern Ontario Municipalities (FONOM), the Association of Municipalities of Ontario (AMO) and all Municipal Councils in Northern Ontario for their support and appropriate action.
