   Mayor Konoval called the meeting to order at 7pm


 Councillor Gilbert and Councillor Crookshank declared a conflict of interest on matters     relating to items 3 iii), 4 and 5 of the agenda

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 7:05 p.m., pursuant to Section 239(3.1), Section 239(2)(f), Section 239(2)(e) and Section 239(2)(b) of the Municipal Act, 2001,S.O. 2001, c.25, as amended, for education and training purposes, advice that is subject to solicitor-client privilege, litigation or potential litigation, including matters before administrative tribunals, affecting the municipality and to deal with personal matters about an identifiable individual, including municipal or local board employees.

    Councillor Gilbert and Councillor Crookshank left the closed meeting session at 7:35pm

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling move out of a CLOSED MEETING at 7:45pm.

Planning Application

                    Seconded By Mayor Konoval

NOW THEREFORE BE IT RESOLVED that Council rescinds bylaw #C517-2015, being a bylaw to deny the application for zoning amendment C517-2015 and reconsider the application.
    Planner Jackson discussed the rational for the reconsideration of the application as both     he and the applicant had requested from the Deputy Clerk that the matter be deferred     due to the planner being out of the country for the public meeting which had not been     communicated to Council.

The Planner presented Council with a recommendation to greatly reduce the number of permitted uses and also reduce the allowable coverage and recommended approval with this revised information.

Mayor Konoval allowed comments from the public

Brian Leduc stated his concerns and requested Council limit the uses as much as possible as well as the allowable coverage.

Sid Larson requested that the applicant be required to disclose and detail the intended uses for the property should the zoning be amended.

That By-law Number C517a-2015, being a By-law to amend By-law No. C500-2011 (the Zoning By-law) for Part of Lot 25, Concession 2 (Avalon Properties Limited, be read and finally passed in Open Council this 7th day of December, 2015.
