1.    CALL TO ORDER

Mayor Konoval called the meeting to order at 7:00pm.

2.    PUBLIC MEETING

ZONING BY-LAW AMENDMENT C517-2015

Mayor Konoval called the public meeting to order and read out the purpose and the effect of the by-law as set out below.

THE PURPOSE of the proposed zoning by-law amendment is to rezone Part of Lot 25, Concession 2 from the Rural (RU) Zone to the Highway-Service Commercial Holding (C1-H) Zone.

THE EFFECT of the proposed zoning by-law amendment is to allow for a highway commercial use on the property pending the completion of relevant studies and conditions.

The Clerk advised Council that the notice requirements of the Planning Act had been met and that two letters of objection had been received in the municipal office with respect to the proposed rezoning.

The Mayor asked if there was anyone present who wished to address council with respect to the proposed by-law.

Sid Larson expressed to Council his concerns with the proposed zoning by-law amendment including, public safety on the highway, cumulative impact of municipal planning decisions on existing legitimate waterfront businesses, and the preservation of the rural character of Carling.

Brian LeDuc spoke to Council about the impact the proposed zoning by-law amendment would have on the enjoyment of this property.  Mr. LeDuc stated that he objects to the proposed zoning to Highway Service Commercial which includes a long list of permitted uses, but would not object to a zoning change to allow for just a storage facility.

Mayor Konoval declared this public meeting closed.

3.    DISCLOSURE OF PECUNIARY INTEREST

Councillor Harrison declared a pecuniary interest on Item 16(iv) of the agenda.

6.    OPERATIONAL REPORT

7.    REPORT OF THE COMMITTEES

Councillor Harrison reported that he attended an Industrial Park Board meeting and relayed to Council that there is continued interest in the Park, but applicants are looking for better internet service.

Councillor Harrison reported that he attended a DSSAB meeting and updated Council on the issues with the Sam program and the renovations at the South River office.  He informed Council that the Board discussed succession planning within the organization as many of the senior managers are eligible for retirement in the next 5 years.

Councillor Harrison informed Council that he and some of the staff will be attending a Joint Emergency Plan Exercise on November 17th.

Councillor Murphy reported that the Nadine Hammond, Curator/Manager of the West Parry Sound District Museum attended the Ontario Museum Association conference and was chosen to be a presenter.

Councillor Murphy reported that the Parry Sound Public Library has received $150,000 from the Trillium grant for much needed repairs and the relocation of the book return.

Councillor Gilbert reported that he attended the Industrial Park Board meeting and relayed to Council that the pump that was damaged in the storm was able to be repaired for a lot less than expected, that there is a new roof on the treatment plant and that the lagoons are on budget for revenue.

Mayor Konoval reported that he was asked to be a speaker at a Leadership Workshop that the MNR organizes for their superintendents.

Mayor Konoval reported that he attended a workshop through the Parry Sound Chamber of Commerce.

Mayor Konoval informed Council that the Remembrance Day Service was once again very well attended.

NOW THEREFORE BE IT RESOLVED that Council agrees to continue with the OPP to provide police services for the Township of Carling and hereby withdraws from discussions with adjacent municipalities regarding a possible municipal police force.

9.    OTHER BUSINESS

Investment Ready: Carling - Helen Crawford Site Only.  Amendment To Agreement

NOW THEREFORE BE IT RESOLVED that Council authorizes the Clerk to execute on behalf of the Township of Carling, the amending agreement between Her Majesty the Queen in Right of Ontario as represented by the Minister of Economic Development, Employment and Infrastructure to provide an extension to the deadline date.

                            Carried.

 

10.    BY-LAWS
