1.    CALL TO ORDER

Mayor Konoval called the meeting to order at 7:00pm.

2.    MINUTES OF THE PREVIOUS MEETING

3.    DEPUTATIONS

KEITH SAULNIER.  PARRY SOUND TOURISM

Deputation was deferred to the April 20th meeting.

ANDREA GASPAR.  PARRY SOUND PUBLIC LIBRARY

Andrea Gaspar started off her presentation by inviting Council to drop in and take a tour of the library, as there have been many changes and improvements.

Ms. Gaspar expressed to Council the important role that the library plays in our community.  Ms. Gaspar reported that the library has seen a remarkable increase in both circulation and attendance at library programs over the last few years.  Some of the programs that were highlighted included, the after school programs, Pajama Tales, March Break Central, Lego Mania, TD Summer Reading Club, the Kid Zone and Travelogues.

Ms. Gaspar shared a comparative analysis showing other similarly sized libraries which placed Parry Sound Public Library far behind other libraries in municipal funding and overall budget.

The Library Board is requesting an increase in municipal support to ensure the continuance of their excellent service and programs to the community.

4.    SHORE ROAD ALLOWANCES

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling agree to open a file, being an application to close and convey the shore road allowance in front of Pt. Lot 12, Con. 2, Pt. 4 & 5, RP 42R10966, that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10, applicants Jon-David and Danielle Schwalm.

5.    REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

6.    OTHER BUSINESS

    PUBLIC WORKS STAFF TRAINING

NOW THEREFORE BE IT RESOLVED that upon the recommendation of the Public Works Superintendent, Council for the Township of Carling authorizes Dave Strome and Tim Schneider to attend the 2015 OGRA Road School in Guelph on May 4th to 6th, 2015 in the amount of $1,700.00, excluding meals and transportation.

    HIRING OF SUMMER STUDENTS

NOW THEREFORE BE IT RESOLVED that upon the recommendation of the Public Works Superintendent Council for the Township of Carling here-by authorizes the hiring of students to work in the Public Works Dept. for the summer of 2015 as per the following:
1.    The return of Zachary Sidon to work at the Killbear Landfill Site commencing June 27 to August 30 inclusive at a rate of $15.00 per hour.
2.    The return of Hunter Jackson to work at the Carling Transfer Station commencing June 27 to  August 30 inclusive at a rate of $15.00 per hour.  
3.    Hire 1 student to work at the Killbear Landfill Site commencing May 4 to August 30 inclusive at a rate of $14.00 per hour.
4.    Hire 1 student to work in the Public Works Dept. commencing May 4 to August 28 inclusive at a rate of $14.00 per hour.
5.    Hire 1 Student to work in the Public Works Department Commencing June 27 to August 30 inclusive at a rate of $14.00 per hour.

AND FURTHER BE IT RESOLVED that Council authorizes the Public Works Superintendent to recruit for a part-time employee to work at the Carling/Killbear Waste Sites effective May 1 through to November 1, 2015 at a rate of $15.00 per hour.

AUTHORIZATION TO TENDER FOR CALCIUM CHLORIDE

NOW THEREFORE BE IT RESOLVED that Council for the Township of Carling hereby authorizes the Public Works Superintendent to tender for 40,000 tonnes of calcium chloride or equivalent.

7.    REPORT OF THE COMMITTEES

Councillor Murphy reported that there is an infestation of mice at the Parry Sound Museum. PCO has been contracted to come in as soon as possible.  Councillor Murphy reported that the Museum Board has not finalized their budget, as they are waiting for the area municipalities to confirm financial support. Councillor Murphy informed Council that the Museum Board has hired another intern with funding which pays for 90% of their salary.

Councillor Murphy reported that as per a request from Town Council, the Library Board will be preparing a strategic plan.

Councillor Gilbert reported that he met with Norm Miller with regards to the Nursing Station project.  He was advised that he was required to get 8–10 letters of support from ratepayers of Carling.

Councillor Gilbert reported that the Active Transportation Committee will be holding an All Trails event at the Stockey Centre on April 8th. He also advised Council that the Committee have plans for a bridge that seems to be moving forward and is proposed close to the former PUC building.

Councillor Harrison reported the Minister of Education announced that the province has committed $28 million to build one new Junior Kindergarten to Grade 12 facility in the Parry Sound area.

Councillor Harrison informed Council that a non-profit housing group made a deputation at the DSSAB meeting where they made inquiries around taking over William Beatty School and renovating the building into low income housing.  Councillor Harrison reported that the DSSAB passed their budget at the last meeting.  Carling will see an increase of $7000.

Councillor Harrison reported that the Industrial Park Board have approved their budget.  Carling should not see an increase.

Councillor Harrison reported that the Park to Park Trail Board has developed a Volunteer Warden Commitment Program where you get a free pass to use the trail after you acquire a certain number of volunteer hours.  Councillor Harrison informed Council that members of the board will be coming to speak to Councillor Harrison and staff to discuss some work that needs to be done to the trail in Carling, as well as upcoming funding opportunities to pay for these costs.

Councillor Crookshank reminded Council that he and Mayor Konoval will be travelling to Wingham to meet with the Mayor and Chief of Police and to Midland to meet with the Chief of Police.

CAO RECRUITMENT –JOB DESCRIPTION & ADVERTISING

NOW THEREFORE BE IT RESOLVED that the CAO be directed to place
advertisements for the purpose of recruitment for the position of Chief Administrative Officer as set out in the staff report dated March 16th, 2015.

REPRESENTATIVE FOR DISTRICT OF PARRY SOUND MUNICIPAL ASSOCIATION (WARD 3)

NOW THEREFORE BE IT RESOLVED that Council of the Township of Carling hereby appoints Councillor Colette Deacon of The Municipality of Whitestone to the District of Parry Sound Municipal Association (Ward 3) as representative for the Township of Carling, Municipality of McDougall, Township of McKellar and Municipality of Whitestone for the 2014-2018 Term of Council.

DISTRICT OF PARRY SOUND SOCIAL SERVICES ADMINISTRATION BOARD (DSSAB).  RECOVERY OF OVERPAYMENTS.

NOW THEREFORE BE IT RESOLVED that Council of the Township of Carling support the resolution enacted by the District of Parry Sound Social Services Administration Board which urges the Ministry to remove the recovery of overpayments that arise from system generated errors where it is not cost effective or where there is an undue hardship on social assistance recipients.

MUNICIPALITY OF MCDOUGALL.  REDAC, REGIONAL MARKETING PLAN PROJECT.

NOW THEREFORE BE IT RESOLVED that upon the recommendation of the Regional Economic Development Advisory Committee, Council of the Township of Carling supports a contribution in the amount of $1143.00 to the Regional Marketing Plan Project.
