SPECIAL MEETING OF COUNCIL

Council Members Present:  Mayor:   Mike Konoval

Councillors:   Steven Crookshank, Terry Gilbert, Susan Murphy, Gord Harrison

Staff Present:    Maryann Weaver, Deputy Clerk/Planning Assistant
            Doug Vock – C.B.O./Operational Manager

1.    CALL TO ORDER

The Mayor called the meeting to order at 9:00 a.m.

2.    OPP SERVICES

Councillor Harrison provided a brief summary on how the OPP Funding Formula was created, how Carling Council has dealt with the matter, and what it means for rural municipalities.

Al Doubrough, retired OPP officer, introduced himself to Council and shared his history with the OPP.  Mr. Doubrough was in attendance at the request of Mayor Konoval to share with his thoughts and concerns on the Policing Options Report.  Mr Doubrough pointed out that what the report didn’t cover was two options that Council should be investigating.  First, Council should consider the option of partnering with the Archipelago and Seguin only in an equal partnership.  Second, Carling should consider its own police force.

Councillor Harrison recommended that Council strike a sub-committee to investigate these options.  Councillor Crookshank and Mayor Konoval were chosen to sit on this Committee.

3.    NURSING STATION/OLD PUBLIC WORKS BUILDING

Councillor Gilbert updated Council of his research on creating a Nursing Station in Carling Township, and the possibility of the old public works building being renovated to accommodate it.
Councillor Gilbert and Councillor Harrison were chosen to sit on a sub-committee to further explore costing, legislative criteria, funding etc.

4.    ROOF OVER RINK

Council reviewed the research and costing that staff had prepared to date.  

Gord Harrison recommended that staff and Council investigate ways to leverage Federal funding, and that a design would be required to qualify for any funding applications.

Council directed staff to proceed with Request for Proposals (RFP’s).
    
5.    BIKE LANES ON HWY 559

Councillor Harrison provided Council with a summary of what Carling Council has achieved to date with regards to bike lanes on Hwy 559.  He assured Council that this request is before the Province.

Mayor Konoval reported that he discussed this matter with Norm Miller, who agreed to push the matter forward.

Mayor Konoval requested that this matter be added to the February Committee agenda for further discussion.

4.    CONFIRMING BY-LAW

2015-05                        Moved by Councillor Crookshank
                            Seconded by Councillor Gilbert

THAT BY-LAW NUMBER 2015-05, Being a By-law to confirm the proceedings of the Special Meeting of Council held on January 28, 2015 be read and finally passed in Open Council this 28th day of January, 2015.

                                    Carried.

5.    ADJOURNMENT

                            Seconded by Councillor Crookshank

NOW THEREFORE BE IT RESOLVED that the Special Meeting of Council be adjourned at 12:01 p.m.

                            Carried.
