1.    CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.    MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on December 1, 2014, be approved.

NOW THEREFORE BE IT RESOLVED that the Minutes of the Special Meeting of Council held on December 18, 2014, be approved.

COMMITTEE OF THE WHOLE

NOW THEREFORE BE IT RESOLVED that the Minutes of the Committee of the Whole held on December 12, 2014, be approved.

3.    DEPUTATIONS

GLEN HODGSON.  MUSEUM ON TOWER HILL.

Glen Hodgson started off his presentation by thanking Council for all their support over the years, with a special thank you to Councillor Murphy for her dedication to the Board.

Mr. Hodgson gave Council a quick overview of the significant exhibits of 2014, the fundraisers and special events that were held in 2014, an update on the new heating, ventilation and air conditioning system and he also shared some of the exhibits and special projects the Board has planned for 2015.

    BECKY POLLOCK.  GEORGIAN BAY BIOSPHERE RESERVE (GBBR)

Becky Pollock reviewed with Council the history and mandate of the GBBR, specifically programs on Protecting the Environment, Building a Healthy Economy, Creating a Vibrant Community as well as Education.

Ms. Pollock shared with Council some of the current projects of the GBBR and also reviewed some of the services that they can provide.

4.    PARRY SOUND AREA PLANNING BOARD CONSENT APPLICATIONS

Glenn Robinson made a brief presentation on each of the proposed consent applications.

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling advise the Parry Sound Area Planning Board that it has no objection to Consent B18/2014(C), application to create a lot addition on Pt Lot 20, Concession D, Applicants, Charles Cohen, subject to the following condition:

1.    That the deed states that that lot addition is appurtenant to the Cohen lands.

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling advise the Parry Sound Area Planning Board that it has no objection the amended Consent B10/2010(C), an application to create one new lot on Pt Lot 20, Concession D, Applicants, Edward & Kathryn Haughton, subject to the following condition:

1.    Payment of parkland dedication fees in lieu of parkland, being 5% of the value of the land.

                                    Carried.

5.    SHORE ROAD ALLOWANCES

SHORE ROAD ALLOWANCE APPLICATION – ADDITION TO SRA 2014-3

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling agree to open a file, being an application to close and convey the shore road allowance in front of Plan M171, Lot 29, PCL 12830 SS, that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10, applicants Kelly Livingston & Jeffrey Warren, and that this application be added to SRA file 2014-3 to be processed as a joint application.

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling agree to open a file, being an application to close and convey the shore road allowance in front of Pt. Lot 19, Con. C, RP 42R-8840, Pt. 6, PCL 22188 SS, that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10, applicant Josef Schramm.

6.    REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief     Administrative Officer, as distributed.

7.    REPORT OF THE COMMITTEES

 Councillor Crookshank – no report.

 Councillor Harrison reported that he attended the Industrial Park Board meeting and conveyed that the revenue from the lagoons is above what was expected and that the reconstruction of Helen Crawford Drive is going well.

Councillor Harrison reported that he attended the recent District Social Services Administration Board meeting (DSSAB) where he was informed that there have been overpayments made to some of the clients due to a new computer system the staff are using.

Councillor Gilbert reported that he attended the Industrial Park Board meeting where he learned of the expansion to Bobcat of Parry Sound and that the Board is working on new signage to promote the Park as well as existing businesses.

Councillor Gilbert reported he attended the Parry Sound Active Transportation Committee and updated Council on the on-going petition for the Province to pave the shoulders of Provincial Highway 559 from Nobel Rd. to Killbear Park.   

Councillor Murphy reported that she attended a Recreation Committee meeting and informed Council that the Committee members discussed moving forward with the Winter Carnival in February, the Seniors Dinner, the Children’s Christmas Party and summer baseball in 2015.  She relayed that the Committee is currently working on their 2015 budget and may be looking for new cooking appliances for the Hall.

Mayor Konoval reported that he attended the Regional Economic Development Advisory Committee (REDAC).  The Board discussed creating a sub-committee to oversee the Community Investment Initiative in Northern Ontario grant (CiiNO).  Mr. Konoval relayed to Council the possibility of the Parry Sound Mall becoming a wellness centre and that there may be another movie being filmed in Parry Sound.

PARRY SOUND AREA COMMUNITY BUSINESS AND DEVELOPMENT CENTRE INC. (CBDC).  INDUSTRY CANADA/FEDNOR’S COMMUNITY INVESTMENT INITIATIVE (CiiNO)

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling does hereby support in principle the Parry Sound Area Community Business and Development Centre Inc. (CBDC) Stage 1 application to Industry Canada / FedNor’s Community Investment Initiative in Northern Ontario (CiiNO) in the amount of $450,000 with a projected start date of April 1, 2015 and completion date of March 31, 2018.

    REQUEST FOR DONATION – CARLING RECREATION COMMITTEE

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling approve the donation of $2,500.00 to the Carling Recreation Committee for events and activities planned for 2015.

    2014 BUILDING PERMIT AND BY-LAW ENFORCEMENT REPORT

NOW THEREFORE BE IT RESOLVED that the Chief Building Officials report dated January 19, 2015 be received for information.

MUNICIPALITY OF MCDOUGALL.  REQUESTING MINISTRY OF EDUCATION TO APPROVE FUNDING REQUEST FROM THE NEAR NORTH DISTRICT SCHOOL BOARD

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling supports the Municipality of McDougall’s resolution of December 17, 2014 which requests that the Ministry of Education approve the funding request from the NNDSB to build a new K-8 elementary school and a new 9-12 high school on one campus;

 AND FURTHER BE IT RESOLVED that a copy of this resolution be forwarded to the Minister of Education, the Honourable Liz Sandals, Near North District School Board’s Accommodation Review Committee, Parry Sound-Muskoka M.P.P., Norm Miller and the West Parry Sound Municipalities.
