1.    CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.
    
2.    MINUTES OF THE PREVIOUS MEETING

    i)  REGULAR MEETING OF COUNCIL

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on July 14, 2014, be approved.

ii)  COMMITTEE OF THE WHOLE

                        Seconded by Councillor Larson

NOW THEREFORE BE IT RESOLVED that the Minutes of the Committee of the Whole held on July 11, 2014, be approved as amended.

                            Carried.

3.    SHORE ROAD ALLOWANCES

i)  SHORE ROAD ALLOWANCE APPLICATION SRA 2014
    Applicants:  Killbear Marina (1984) Ltd. (Will Reichenbacher)
    31 Pengally Bay Rd.

NOW THEREFORE BE IT RESOLVED that Carling Council agree to open a file, SRA/RA 2014-2, being an application to close and convey the shore road allowance and road allowance in front of Concession 9, Lot 65, shown on Plan 42R-9448 as Part 2 & 3, and that the shore road allowance and road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10.  Applicants:  Killbear Marina (1984 ) Ltd.

                            Carried.

4.    REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer, as distributed.

                            Carried.

5.    REPORT OF THE COMMITTEES

Councillor Konoval reported that he attended the Celebrate Carling Committee meeting with Councillor Murphy and Carol LeBlanc.  This year Celebrate Carling will be held on September 13th at the Carling Recreation Hall.


6.    COUNCIL CORRESPONDENCE

NOW THEREFORE BE IT RESOLVED that Council receives the July 2014 Council Correspondence listing.

7.    OTHER BUSINESS

i)  DISTRICT OF PARRY SOUND EMERGENCY MEDICAL SERVICES AND THE DISCONTINUANCE OF VOLUNTEER AMBULANCE SERVICE TO THE    UNINCORPORATED ARGYLE AREA.

    Matter deferred until after Mayor has attended special meeting for Heads of Council.

8.    BY-LAWS

i)  SHORE ROAD ALLOWANCE BY-LAW

THAT By-law Number 2014-36, being a By-law to Close and Sell Part of the Original Shore Road Allowance in Front of Lot 66, Concession 8, Being Part 1, Plan 42R-20149, Township of Carling. (Colby) be read and finally passed in Open Council this 11th day of August, 2014.

ii)  SHORE ROAD ALLOWANCE BY-LAW

THAT By-law Number 2014-37, being a By-law to Close and Sell Part of the Original Shore Road Allowance in Front of Lot 75, Concession 10, Being Part 2, Plan 42R-20152, Township of Carling. (Philpott/Hudson) be read and finally passed in Open Council this 11th day of August, 2014.

                            Carried.

iii)  RETENTION BY-LAW

Matter deferred.

iv)  DESIGNATE PERSON TO SIGN CHEQUES

THAT By-law Number 2014-38, being a By-law To Designate Persons to Sign Cheques Issued by the Municipality be read and finally passed in Open Council this 11th day of August, 2014.

v)  PARKING OF MOTOR VEHICLES ON HIGHWAYS

2014-39                    Moved by Councillor Gordon
                        Seconded by Councillor Murphy

THAT By-law Number 2014-39, being a By-law to Amend By-law 2013-02 as amended, which Regulates Parking of Motor Vehicles on Highways in the Township of Carling be read and finally passed in Open Council this 11th day of August, 2014.

                            Carried.

9.    CONFIRMING BY-LAW

2014-40                    Moved by Councillor Gordon
                        Seconded by Councillor Konoval

THAT By-law Number 2014-40, being a By-law to confirm the proceedings of the Regular Meeting of Council held on August 11, 2014 be read and finally passed in Open Council this 11th day of August, 2014.

                            Carried.

10.    ADJOURNMENT
