1.         CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.         MINUTES OF THE PREVIOUS MEETING

COMMITTEE OF THE WHOLE

NOW THEREFORE BE IT RESOLVED that the Minutes of the Committee of the Whole held on April 11, 2014, be approved.

3.         DEPUTATIONS

            Brian Prokopec spoke to Council about the proposed Licence of Occupation between the Township and the Bayview on Parry Sound Association for dockage rights on shore road allowance. Mr. Prokopec wanted Council to be aware that the Bayview Executive do not represent the majority of the residents of the subdivision and requested that Council defer the passing of the By-law until all of the residents in Bayview Subdivision have been properly notified.

4.         BY-LAWS

 

BY-LAW TO AUTHORIZE LICENCE OF OCCUPATION WITH BAYVIEW ON PARRY SOUND ASSOCIATION FOR DOCKAGE RIGHTS ON SHORE ROAD ALLOWANCE

That By-law 2014-18, being a By-law to Authorize a Licence of Occupation with Bayview on Parry Sound Association with respect to Dockage Rights on Shore Road Allowance be read and finally passed in Open Council this 12th day of May, 2014.

5.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief             Administrative Officer, as distributed.

6.         REPORT OF THE COMMITTEES

            Councillor Konoval reported that he attended the Water Access Committee meeting and is happy to report that the Committee is working out well with good communication.

Councillor Murphy reported that the Museum is hosting a Yard sale and Bake sale on May 17th to raise funds for their green initiative projects.

Mayor Harrison reported that he attended a recent Mayors meeting where the majority of Mayors are unhappy with the result of AMO’s subcommittee report on the OPP Billing Model.

Mayor Harrison reported that Dave Thompson is the new Chairperson of the Near North District School Board while Jeff Serran is the new Vice-Chair.

Mayor Harrison relayed to Council that the Recreation Committee will be taking a break over the summer and fall months except for organizing the soft ball league. The Committee is looking for help with the bottle collection at Killbear.

8.         OTHER BUSINESS

FINE FOR NOISE BY-LAW OFFENSE

NOW THEREFORE BE IT RESOLVED that Council approve the following fines for consideration by the Ontario Court of Justice:

  1. 1.Noise By-law 2014-     $350.00 per offense

WEST PARRY SOUND TRUCK ROADEO COMPETITION

NOW THEREFORE BE IT RESOLVED that Carling Council endorses the West Parry Sound Truck Roadeo Competition being held in Parry Sound on June 17, 2014 and supports the Carling public works staff participating in this event.

FEASIBILITY STUDY FOR MUNICIPAL POLICE FORCE

LAND TITLES ELECTRONIC REGISTRY SYSTEM

WHEREAS the Township of Muskoka Lakes has expressed serious concerns with Teranet and the Land Titles Electronic Registry System in Ontario, specifically as it relates to errors that were made when the paper based land registry system was converted to the electronic system;

 

AND WHEREAS municipalities have been made aware of errors and omissions that are found throughout the Province, especially with respect to right-of-ways and land ownership in cottage country;

AND WHEREAS the cost to land owners to rectify these errors can be expensive, take a significant amount of time, and result in undue hardship;

AND WHEREAS municipalities are burdened with the processing of increased consent applications before Committees of Adjustment to correct errors and omissions;

NOW THEREFORE BE IT RESOLVED THAT the Ministry of Government Services be advised that the Land Titles Electronic Registry System contains numerous errors and should be corrected forthwith at the sole expense of the Ministry;

 

AND FURTHER THAT the Ministry of Government Services develop a funding model to ensure landowners are not negatively financially affected by the need for title corrections noted above.

BY-LAW TO ESTABLISH CAPPING PARAMETERS

That By-law Number 2014-16, being a By-law to establish the capping parameters for the 2014 final taxes for the commercial and industrial classes be read and finally passed in Open Council this 12th day of May, 2014.

BY-LAW TO SET AND LEVY THE RATES OF TAXATION

                                                                                    Seconded by Councillor Gordon

That By-law Number 2014-20, being a By-law to Set and Levy the Rates of Taxation for Municipal Purposes for the Year 2014 be read and finally passed in Open Council this 12th day of May, 2014.
