The Mayor called the meeting to order at 7:00 p.m.

2.         MINUTES OF THE PREVIOUS MEETING

3.         SHORE ROAD ALLOWANCES

NOW THEREFORE BE IT RESOLVED that Carling Council approve the lot line extensions as pre-determined by the closing of the SRA on both sides of Pt. Lot 13, Plan M121 and direct staff to proceed with the file.

4.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

5.         REPORT OF THE COMMITTEES

            Councillor Murphy reported to Council that she attended the Hospital Board Meeting in Mayor Harrisons absence. She expressed her appreciation for the members on the Board.

            Councillor Murphy updated Council on the state of the Library building and the need for renovations. The Board received a quote for a new building from FAD Architects and have decided to apply for Trillium for capital funding, but there are some renovations that need to be done immediately.

            Councillor Murphy reported that the Museum has received $150,000.00 from the Ontario Trillium Foundation. The bill for the heating and cooling ventilation unit came in at $200,000.00 so the Board will be fundraising for the difference.

            Councillor Gordon reported to Council that he attended the Inter-Municipal Committee meeting. Carling Staff will be drafting a new agreement and once approved by the Committee, staff from the Ministry of Municipal Affairs and Housing has agreed to review the documents and provide comments.

            Mayor Harrison reported that Harvest Share held a Spaghetti Dinner at the Carling Recreation Hall to raise money for the organization. It was well attending with a number of local musicians there for entertainment. Just under $2000.00 was raised.

            Mayor Harrison reported that he attended a webinar on the Proposed OPP Funding Model. Originally the proposed model established fixed costs at 73% and variable costs at 27%. He was informed of a slight amendment, bringing the ratio down to 62% for fixed costs and 38% for variable costs.

7.         OTHER BUSINESS

PURCHASE OF COMPACT TRACTOR

NOW THEREFORE BE IT RESOLVED that Council accept the tender from Tracks & Wheels for one 2014 B2650 Kubota Compact Tractor for the sum of $39,524.00 with HST being $5,138.12 for a total of $44,662.12 which includes trade in allowance for the 2001 John Deer Tractor, blower and sweeper attachment and flail mower this being the second lowest of (3) tenders received.

WOLLASTON TOWNSHIP. PROVINCIAL DIRECTION REGARDING DEVELOPMENT OF PRIVATE ROADS.

NOW THEREFORE BE IT RESOLVED that Carling Council support the resolution passed by Wollaston Township which requests that the MMAH develop policies on development on private roads and un-open road allowances that allow municipalities more autonomy to regulate their own development in ways that are appropriate for their specific area.

DISTRICT OF PARRY SOUND MUNICIPAL ASSOCIATION

SPRING MEETING – APRIL 25, 2014

NOW THEREFORE BE IT RESOLVED that the following Council Members will attend the spring meeting of the District of Parry Sound Municipal Association being held on Friday April 25, 2014 at the Township of Nipissing Community Centre: Councillor Murphy, Councillor Konoval and Councillor Larson.

NORTH BAY PARRY SOUND DISTRICT HEALTH UNIT

PROPERTY ACQUISITION

WHEREAS the Board of Health for the North Bay Parry Sound District Health Unit would like to proceed with the option to purchase property to address the accommodation issue; and

WHEREAS consent of councils from the majority of municipalities within the health unit service area is required;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling supports the Board of Health for the North Bay Parry Sound District Health Unit in proceeding with the purchase of property.

8.         BY-LAWS

PARRY SOUND PUBLIC LIBRARY BOARD AGREEMENT

That By-law 2014-12, being a By-law to authorize the CAO to execute an Agreement between the Parry Sound Public Library Board and the Township of Carling be read and finally passed in Open Council this 14th day of April, 2014.

PUBLIC PARKS AND PUBLIC WATER ACCESS SITES BY-LAW

That By-law 2014-13, being a By-law to Amend By-law 2013-21, which Regulates Public Parks and Public Water Access Sites in the Township of Carling be read and finally passed in Open Council this 14th day of April, 2014.
