The Mayor called the meeting to order at 7:00 p.m.

2.         MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on January 13, 2014, be approved.

            NOW THEREFORE BE IT RESOLVED That Carling Township Council advise the Parry Sound Area Planning Board that it has no objection to Consent B34/2013(C), application to create one new lots fronting on Deep Bay. Applicants: Roy & Sandra Cronkright, subject to:

  1. Payment of parkland dedication fees in lieu of parkland, being 5% of the value of the land.

            NOW THEREFORE BE IT RESOLVED that Carling Council agree to open a file, SRA 2014-1, being an application to close and convey the shore road allowance in front of Plan M121, Lot 5, PCL 7920 SS, and that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10. Applicant: Lynne Atkinson, 47 Pengally Bay Rd.

5.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

6.         REPORT OF THE COMMITTEES

           

Councillor Murphy reported that both the Museum and Library are working on their 2014 budgets. The Museum will be asking for an additional $5,000.

Councillor Larson informed Council that the Industrial Park Board sub-committee dealing with the excess fill from Highway 400/69 construction work is being reviewed under the new Ministry of Environment legislation.

Councillor Larson indicated that the Parry Sound Area Planning Board will be seeking a $1,000 increase in its levy for 2014.

Councillor Gordon – No report

Mayor Harrison informed Council he attended the Walking With Our Sisters exhibit at the museum and indicated that it was very moving.

Mayor Harrison reported on REDAC and the township should be receiving a refund and the Smart Community project is slowly moving forward. Non-municipal members are concerned with the new terms of reference and the Town will be looking for two other municipal partners to donate $5,000 each for support staff for these non-municipal partners.

Mayor Harrison gave an update on the proposed new OPP costing formula. The local heads of Council met with a consultant to look at the viability of establishing their own police force and the initial findings are that it would be cheaper than remaining with the OPP. Council informed that prior to looking at this option AMO has struck a committee to try to resolve this matter. The final option is to persuade the Province to revert back to the pre-downloading days when municipalities with populations of less than 5,000 did not pay for policing.

Mayor Harrison informed Council that he would be meeting with the Parliamentary Assistant to the Minister of Education to discuss the ARC findings and his discussions with the new Chair of the Near North School Board.

APPOINT ALTERNATE MEMBER TO THE WEST PARRY SOUND JOINT ELECTION COMPLIANCE AUDIT COMMITTEE

            NOW THEREFORE BE IT RESOLVED that Carling Council appoint Larry Simmons as the 3rd member for the term ending November 30, 2014, to the West Parry Sound Joint Election Compliance Audit Committee to represent the Township of Carling, the Municipality of McDougall, the Township of McKellar, the Town of Parry Sound, the Township of Seguin and The Township of the Archipelago as required under Section 81 of the Municipal Elections Act, 1996, as amended.

BY-LAW ENFORCEMENT – PARKING FINES

            NOW THEREFORE BE IT RESOLVED that Council approve the following fines for consideration by the Ontario Court of Justice:

Regulate Public Parks and Public Water Access Facilities 2013-21

1.         $350.00 per offense for tie-up of float planes

2.          $75.00 set fine for all parking violations and $50.00 for voluntary payment within  

7 days         

Regulate The Parking of Motor Vehicles on Highways 2013-02

1.         $75.00 set fine for all parking violations and $50.00 for voluntary payment within 7 days

            NOW THEREFORE BE IT RESOLVED that Council agree to Undertake Project Phases 1 and 2 as presented and create a sub-committee consisting of staff members of the WPSGN, the CAO, and volunteers Councillor Gordon and Collin Dobell.
