1.                     CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.         MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on October 11, 2013, be approved.

COMMITTEE OF THE WHOLE

NOW THEREFORE BE IT RESOLVED that the Minutes of the Committee of the Whole held on October 15, 2013, be approved.

3.         DEPUTATIONS

 

Colin Dobell- Re: STOP THE DROP Campaign update

Mr. Dobell updated Council on the progress the Stop the Drop Campaign made over the summer of 2013.

Mr. Dobel also reviewed with Council the proposed Adaptive Planning Project for the Township of Carling.

 

Tracey Pawis – Re: Walking With Our Sisters

Ms. Pawis spoke to Council about Walking With Our Sisters, which is an exhibit which commemorates the missing and murdered indigenous women in Canada. The exhibit was conceived by Metis Espanola artist Christi Belcourt and consists of 1,723 pairs of handmade moccasin vamps (tops of moccasins) made from craftspeople all over North America.

Ms. Pawis explained that the exhibit will arrive at the West Parry Sound District Museum in January and will be open to the public from January 10-31, 2014.

Council agreed to donate $500.00 towards costs and help with advertising the exhibit on Township website.

Ed Casey – Deep Bay Narrows

Mr. Casey reported to Council on the Deep Bay Narrows project. He was able to obtain some quotations from a few contractors and was happy to report they came back lower than previously estimated.

Staff reported that the funding process could be extensive and quite lengthy.

Mr. Casey requested that Council proceed with the funding process but move forward with the project in the meantime.

Council agreed to set up a working committee with the Deep Bay Association to help move the project forward.

4.         CONSENT APPLICATION B15/2010(C). APPLICANTS: HAUGHTON

Glenn Robinson updated Council on the status of the application. Council directed staff to get planning opinion and deferred matter to December meeting.

 

5.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer, as distributed.

6.         REPORT OF THE COMMITTEES

            Councillor Konoval reported on the CPAC meeting and relayed to Council the large amount of nuisance 911 calls the detachment is receiving.

            Councillor Konoval reported on his participation in the presentation to the WWII vets that took place at the West Parry Sound District Museum in honour of Remembrance Day.

            Councillor Konoval reported that the Celebrate Carling Committee has set the date for next year’s event, which is scheduled for September 13, 2014.

            Councillor Konoval attended the Carling Remembrance Day Ceremony which was well attended.

            Councillor Murphy reported that the WWII exhibit at the West Parry Sound District Museum has been well received. The exhibit is a joint venture with the PSHS students. There will be a Part 2 to the exhibit when the students return from their trip to Juno Beach.

            Councillor Murphy reported that the Library needs a new roof and that the Town of Parry Sound has agreed to pay for the short fall of costs.

            Councillor Murphy reported that the Belvedere Board is in the process of finalizing their budget.

            Councillor Larson reported that he attended the Remembrance Day Ceremony.

            Councillor Gordon reported that he attended the West Parry Sound Active Transportation Committee teleconference.

            Mayor Harrison conveyed to Council that he met with Shawanaga First Nation Chief Wayne Pamajewon to begin talks with the MTO for negotiations on the four laning through Shawanaga.

 

            Mayor Harrison advised Council that the Near North District School Board have endorsed the ARC’s recommendation.

           

            Mayor Harrison announced that he had accepted a $5,000.00 cheque from the Carling Farmers’ Market to go towards the Raise the Roof Campaign.

 

            Mayor Harrison reported on the Carling Fire Departments Haunted House and that an estimated 75 kids attended.

 

            Mayor Harrison gave an update on the Smart Communities project and that they have received some RFP’s from local providers.

 

            Mayor Harrison reported that the Carling Christmas Party at the Carling Recreation Hall is scheduled for Sunday, December 15, 2013.

 

            Mayor Harrison advised Council that the municipal staff and fire department will be participating the in Festival of Trees being held on November 22 and 23rd. All proceeds raising will go towards Harvest Share. He encouraged everyone to purchase tickets from the Bank of Nova Scotia, as they are matching dollar for dollar in ticket sales.

8.         OTHER BUSINESS

SMALL, RURAL AND NORTHERN MUNICIPAL INFRASTRUCTURE FUND

PENGALLY BAY ROAD SYSTEM

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling hereby declares, in respect to the Small, Rural and Northern Municipal Infrastructure Fund – Capital Program – Expression of Interest pertaining to the Pengally Bay Road System;

 

  • the information in the Expression of Interest is factually accurate; and
  • the municipality will have a Comprehensive Asset Management Plan that includes all the information and analysis described in Building Together Guide for Municipal Asset Management Plans in place by December 31, 2013; and
  • the Comprehensive Asset Management Plan will be publicly available, including online by May 30, 2014; and
  • the project put forward will be completed by December 31, 2013.

SMALL, RURAL AND NORTHERN MUNICIPAL INFRASTRUCTURE FUND

DILLON ROAD BRIDGE PROJECT

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling hereby certifies that, in respect to the Expression of Interest for the Small, Rural and Northern Municipal Infrastructure Fund – Capacity Funding:

  • the Comprehensive Asset Management Plan will be publicly available, including online by May 30, 2014; and
  • the municipality will fill out a Final Report in a form acceptable to the Ministry of Rural Affairs by December 31, 2014.

INTER-MUNICIPAL AGREEMENT

WHEREAS the agreement between the Township of Carling and The Archipelago has resulted in benefits to both organizations;

NOW THEREFORE BE IT RESOLVED that Council for the Township of Carling agrees to continue with the agreement with the Township of The Archipelago.

AND FURTHER BE IT RESOLVED that Council agrees to advertise for a joint Manager of Public Works between the two townships and hired by Carling Township.

ROMA/OGRA CONFERENCE 2014

NOW THEREFORE BE IT RESOLVED that the following Council members be authorized to attend the ROMA/OGRA Conference on February 23-26, 2014; Councillor Konoval, Councillor Gordon, Councillor Larson and Mayor Harrison.

2013-2014 CHRISTMAS HOURS FOR MUNICIPAL OFFICE AND WASTE SITES

NOW THEREFORE BE IT RESOLVED that Carling Council approves the 2013-2014 Christmas Holiday hours for the Municipal Office and Carling and Killbear waste sites as circulated.

THAT By-Law Number 2013-39, being a By-law to confirm the proceedings of the Regular Meeting of Council held on November 18, 2013 be read a finally passed in Open Council this 18th day of November, 2013.
