1.         CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.         MINUTES OF THE PREVIOUS MEETING

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on August 12, 2013, be approved.

COMMITTEE OF THE WHOLE

NOW THEREFORE BE IT RESOLVED that the Minutes of the Committee of the Whole held on August 9, 2013, be approved, as amended.

3.         DEPUTATIONS

            SUE WOODHOUSE. PARRY SOUND AREA ACTIVE TRANSPORTATION

Mrs. Woodhouse spoke to Council about the new Parry Sound Area Outdoor Recreation Guide. The map features points of interest and suggested bike routes in the Parry Sound and surrounding areas.

Mrs. Woodhouse invited Council and the Carling ratepayers to the 2013 Fall Fun Ride which will take place October 5th. The Ride starts at the Parry Sound Mall at 10 am and ends at McDougall Recreation Centre with a BBQ and prizes.

 

4.         SHORE ROAD ALLOWANCE APPLIATION 2013-3

NOW THEREFORE BE IT RESOLVED That Carling Council agree to open a file, SRA 2013-3 being an application to close and convey the shore road allowance in front of Lot 88 Plan M170, PCL 10583 SEC SS, and PCL 9756 SEC SS, Lot 89, Plan M170, and PCL 22164 SEC SS, Pt Lot 19, Con. C, Plan 42R8840, Part 7 and that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10. Applicants: David & Angela Goodwill, 78 & 80 Rockcliffe Drive N. and 2 Curran Trail.

5.         REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer, as distributed.

6.         REPORT OF THE COMMITTEES

Councillor Konoval reported that Celebrate Carling is scheduled for Saturday, September 14th at 6pm at the Carling Recreation Hall.

            Councillor Murphy updated Council on the new hiring of a CEO for the library board.

            Councillor Murphy reported that the Belvedere Board have been busy with budget meetings.

            Councillor Murphy advised Council that the ranger building at the Museum is almost complete and ready for tours.

Councillor Larson – no report.

            Councillor Gordon – no report.

            Mayor Harrison reported on the AMO conference he attended in Ottawa. He spoke about his meeting with several Ministers and other politicians. Specifically he spoke to the meeting with the Minister of Transportation regarding bike lanes along HWY 559 as well as the winter maintenance. The meeting went very well and Mayor Harrison received an invite to North Bay to speak directly to the MTO Regional Director.

            Mayor Harrison also met with the Minister of Education with regards the Accommodation Review Committee- Parry Sound Family of Schools and potential partnerships.

            i)          PSAB POLICY

NOW THEREFORE BE IT RESOLVED that Council approve the revised PSAB policy as circulated.

            ii)         MUNICIPAL INSURANCE RENEWAL PROPOSAL

NOW THEREFORE BE IT RESOLVED that Council approve the 2013 Municipal Insurance Renewal proposal as circulated.

iii)        DISTRICT OF PARRY SOUND MUNICIPAL ASSOCIATION – FALL MEETING

NOW THEREFORE BE IT RESOLVED that Council approve the following to attend the District of Parry Sound Municipal Association Meeting being held Friday, September 27th at the Dunchurch Community Centre: Councillor Konoval and Councillor Murphy.

iv)        REPORT FOR ARC COMMITTEE PARRY SOUND FAMILY OF SCHOOLS

            NOW THEREFORE BE IT RESOLVED that Council of the Township of Carling do hereby support the Report for ARC Committee Parry Sound Family of Schools dated June 25, 2013, copy attached as Schedule “A” to this resolution, and the Parry sound ARC Recommendations and Considerations outlined in the Report.

9.         BY-LAWS

i)          DEBENTURE BY-LAW – SAND BAY RD.

THAT By-law 2013-31, being a By-law of the Corporation of the Township of Carling to Authorize the Borrowing upon Amortizing Debentures in the Principal Amount of $886,753.85 Towards the Cost of the Sand Bay Road be read and finally passed in Open Council this 9th day of September, 2013.

            ii)         SITE PLAN AGREEMENT - ALVES SUBDIVISION

THAT By-law 2013-32, being a By-law to authorize the Signing of a Site Plan Agreement with the Developer of Lot 10, Plan 42M-653 be read and finally passed in Open Council this 9th day of September, 2013.

iii)        ROAD ALLOWANCE BY-LAW

THAT By-law 2013-33, being a By-law to Close and Sell Part of the Original Road Allowance between Concessions 6 and 7 in front of Lot 38, Concession 6, Township of Carling, and to acquire other land for Road Widening Purposes be read and finally passed in Open Council this 9th day of September, 2013.
