3.         DEPUTATIONS

Mr. Jim Smith spoke to Council regarding kayakers use of municipal access points and in particular the Dillon Dock. The kayakers who appear to use the various sites tie up the access points for significant periods of time and do not allow others to use the site. The sites are blocked by vehicles and kayaks as they prepare their kayaks to depart and this is not acceptable to other users of the sites.

One major concern raised caused by the congestion is the potential delay that it will cause to response times of emergency services personnel such as fire department or ambulance vehicles to 9-1-1 calls. Any delay by the kayak users at the site is unacceptable and needs to be resolved. A suggestion was to put time limits and designated areas at the sites and backed-up by stringent enforcement.
