1.    CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.   MINUTES OF THE PREVIOUS MEETINGS

REGULAR MEETING OF COUNCIL

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on February 11, 2013, be approved.

COMMITTEE OF THE WHOLE

NOW THEREFORE BE IT RESOLVED that the Minutes of the Committee of the Whole held on February 8, 2013, be approved.

3.   DEPUTATIONS

Mr. Daniel Sooley addressed Council regarding the proposed By-Law to prohibit Boathouses in the Township. Mr Sooley requested that Council table the proposed by-law and consult with the residents during the summer at various cottage association meetings before making a decision on this matter. Mr. Sooley expressed concern on the potential impact this may have on assessment, the ability of property owners to protect their boats adequately due to climate change and water level fluctuations. Mr. Sooley felt that the existing policies were adequate and gave Council the ability to judge each application on its merits and therefore saw no need to take the step to prohibit boathouses.

4.   BY-LAWS

OFFICIAL PLAN AMENDMENT NUMBER 1 – TO PROHIBIT BOATHOUSES

THAT By-law Number 2013-08, being a By-law to adopt Amendment Number 1 to the Official Plan for the Township of Carling, be read and finally passed in Open Council this 11th day of March, 2013.

ZONING BY-LAW AMENDMENT C506-2013    TO PROHIBIT BOATHOUSES

THAT By-law Number C506-2013, being a By-law to amend By-law C500-2011, The Zoning By-law for the whole of the Township of Carling, be read and finally passed in Open Council this 11th day of March, 2013.

ZONING BY-LAW AMENDMENT C505-2013 – TEMPORARY USE BY-LAW

 WHEREAS the Township of Carling has circulated notice of a public meeting concerning a proposed zoning by-law amendment to By-law Number C505-2013;

AND WHEREAS changes have been made to the text of the proposed zoning by-law amendment that was circulated in the original notice;

AND WHEREAS the changes to the proposed by-law are deemed to be minor and of a technical nature;

AND WHEREAS the Council deems it not necessary to recirculate the proposed zoning by-law given the minor nature of the changes;

NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Township of Carling hereby determines in accordance with section 34(17) of the Planning Act that no further notice be given in respect of Zoning By-law Number C505-2013.

PARRY SOUND LIBRARY BOARD AGREEMENT

THAT By-law Number 13-11, being a By-law to authorize the CAO to execute an Agreement between the Parry Sound Public Library and the Township of Carling, be read and finally passed in Open Council this 11th day of March, 2013.

5.   PARRY SOUND AREA PLANNING BOARD CONSENT APPLICATIONS

CONSENT APPLICATION B12/2012(C)
Lot 54, Concession 12.  Application to create one new lot on Deep Bay accessed off Alves Road
Applicant:  L.U. Maughan Co. Ltd.
Owners:  Fritz & Christa Glaenzel

 NOW THEREFORE BE IT RESOLVED that Council advise the Parry Sound Area Planning Board that it has no objection to Consent B12/2012(C), an application to create one new lot on Deep Bay on Lot 54, Concession 12.  Applicant:  L.U. Maughan Co. Ltd.,Owners:  Fritz & Christa Glaenzel., subject to the following conditions:

    1.    Payment of cash in Lieu of Parkland, being 5% of the value of the land; and
    2.    Site Plan Approval

                            Carried.

6.   REPORT OF THE COMMITTEES

Councillor Gordon indicated that the Planning Board meeting was cancelled and that the Park to Park Trail committee meeting is this Thursday.

Councillor Larson had no report.

Councillor Konoval reported on the Winter Carnival which in his opinion was a great success. Numbers seemed to be down but this was due to the absence of the snowmobile race.

Councillor Konoval informed Council of the OGRA Conference and the two meetings with the Ministry of Natural Resources with the first one dealing with P.I.L’s, Species at Risk, and Franklin Island. The second meeting dealt with low water levels on Georgian Bay and the need for the Ministry to streamline its application process for dredging and blasting.

Mayor Harrison also spoke about the OGRA Conference and the new Provincial governments approach to dealing with municipalities.

Mayor Harrison reported on the Near North School Board ARC process and the upcoming meeting scheduled for March 18 at the Carling Community Centre at 7:00 pm.

Mayor Harrison also commented on the Winter Carnival and the reason for the cancellation of the snowmobile events due to liability and insurance issues.

Mayor Harrison gave an update on the sub-committees meetings dealing with the issue of low water on Georgian Bay. The group will be seeking to speak to the Premier as well as the Prime Minister and looking for assistance in dealing with this economic crisis that will be impacting the Georgian Bay area.

9.    OTHER BUSINESS

DISTRICT OF PARRY SOUND MUNICIPAL ASSOCIATION
SPRING MEETING

NOW THEREFORE BE IT RESOLVED that the following Council Members will attend the spring meeting of the District of Parry Sound Municipal Association being held on Friday April 12, 2013 at the Armour, Ryerson, Burks Falls Community Centre/Arena in Burks Falls; Mayor Harrison, Councillors Konoval and Murphy.

CANADA POST

WHEREAS the Town of Parry Sound has unofficially learned that as of the middle of
March, 2013, letters and packages, currently sorted locally, will be sent to the Toronto
sorting facility and,

WHEREAS there has been no official communication from Canada Post in this regard;
and

WHEREAS Council of the Township of Carling understands that local mail that is
generally delivered the next day may now take up to a week to be delivered. This mail
will need to travel from Parry Sound to the Toronto area and brought back to Parry
Sound for delivery. This will impact the local area business community and the general
public’s service expectations; and

WHEREAS, this could cause pointless and annoying delays in the exchange of local mail
as well as penalty and interest charges being applied for payments received beyond
their due date if the bill and payment each have to travel out of town;

NOW THEREFORE BE IT RESOLVED that Council of the Township of Carling strongly
object to the new sorting and delivery procedures and urge Canada Post to not
implement those new procedures.

PROPOSED ANIMAL SHELTER

WHEREAS the Council for the Town of Parry Sound received a number of requests to construct an Animal Shelter in Parry Sound, and

WHEREAS the Council for the Town of Parry Sound has formally requested for financial assistance by the potentially impacted area municipalities, and

WHEREAS the Council for the Town of Parry Sound has asked if the Township of Carling would financially contribute to the capital and operation cost of an area animal shelter, and

WHEREAS, the animal shelter would include 20 cat cages, 7 dog runs and an adoption program, and

WHEREAS the cost would be in excess of $500,000.00 to construct plus an unknown yearly operation cost.

BE IT NOW RESOLVED THAT the Township of Carling does not support the construction and operation of an animal shelter;

AND BE IT FURTHER RESOLVED THAT Carling Council directs staff to investigate other options for the housing of cats.

UNITED NATIONS WORLD AUTISM AWARENESS DAY, APRIL 2ND.

NOW THEREFORE IT BE RESOLVED that Carling Council do hereby proclaim April 2nd as United Nations World Autism Awareness Day and urge all Ontario municipalities to participate in Autism Awareness Month, in order to become better educated on the subject of autistic spectrum disorders.
