1.    PUBLIC MEETING

A public meeting was held at 7:00 p.m. to consider a proposed Zoning By-law Amendment Number C503-2012 for Dieter Korte at 7 Sunny Shore Road.

2.    CALL TO ORDER

The Acting Mayor called the meeting to order at 7:04 p.m.


3.    MINUTES OF THE PREVIOUS MEETINGS

4.    ANNA MARIE HARRIS - GEORGIAN BAY COUNTRY.
DOORS OPEN PARRY SOUND

Ms. Harris described to Council the Doors Open event that took place recently in Parry Sound and is held across the province which opens facilities and events to the general public for free. Georgian Bay Country would like to expand this event in 2013 beyond the town limits and are therefore seeking support from the surrounding municipalities as this event brings in tourists from across the province and therefore a boost to the local businesses. The only cost is a $1,700.00 registration fee which would be split among the participating municipalities.

    WHEREAS the Township of Carling has circulated notice of a public meeting concerning a proposed zoning by-law amendment to By-law Number C500-2011;

AND WHEREAS changes have been made to the text and schedules of the proposed zoning by-law amendment that was circulated in the original notice;

AND WHEREAS the changes to the proposed by-law are deemed to be minor and of a technical nature;

AND WHEREAS the Council deems it not necessary to recirculate the proposed zoning by-law given the minor nature of the changes;

NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Township of Carling hereby determines in accordance with section 34(17) of the Planning Act that no further notice be given in respect of Zoning By-law Number C503-2012.

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling request the Ministry of Natural Resources to amend the regulations for Carling Township to permit Sunday gun hunting.

7.    CONSENT APPLICATIONS

    CONSENT APPLICATION B21/2012(C)
    Lot 15, Concession 4.  Application to create one new lot on Shebeshekong Lake.

    NOW THEREFORE BE IT RESOLVED that Council advise the Parry Sound Area Planning Board that it has no objection to Consent B21/2012(C), an application to create one new lot on Shebeshekong Lake on Lot 15, Concession 4.  Applicant:  Janine Davy, Owners:  James Longshore, subject to the following conditions:

    1.    Payment of cash in Lieu of Parkland, being 5% of the value of the land; and
    2.     That the applicant enter into an agreement to allow for the use of the unopened municipal road allowance.

    NOW THEREFORE BE IT RESOLVED that Council advise the Parry Sound Area Planning Board that it has no objection to Consent B23/2012(C), an application for a lot addition to resolve a garage encroachment on Lot 62, Concession 12.  Applicant:  Linda Hunter, Owners:  John & Mary Jane Van Wagner.

8.    REPORT OF THE COMMITTEES

Councillor Konoval reported that Councillor Murphy attended on his behalf the Strategic Planning meeting for REDAC.

Councillor Konoval reported on the success of the Celebrate Carling event in which six volunteers were recognized and the attendance of the local M.P.P. Norm Miller and his spouse.

Councillor Konoval informed Council that he attended the District of Parry Sound Municipal Association meeting and felt it was one of the best sessions put on by the Association and was very informative.

Councillor Konoval reported on his attendance at the regular REDAC meeting and the tension between the Town and Seguin over the boundary issue was quite apparent however REDAC would not get involved.

Councillor Konoval reported his attendance at the Belvedere Heights ceremony for the veterans’ memorial and the grand opening of the parkette. The local M.P. Tony Clement was present and he indicated that he had lunch with Mr. Clement and talked about local issues.

 Councillor Konovals’ last report involved the presentation to former Councillor Crawford of her Celebrate Carling recognition award.

Councillor Gordon reported he was unable to attend the Celebrate Carling event as he was ill.

Councillor Gordon reported that he attending the Planning Board meeting in which three applications where dealt with.

Councillor Gordon reported on his attendance at the Active Transportation event and indicated that the group was concentrating on two major highways those being Highways 124 and 559. Councillor Gordon indicated that the group was looking for municipal representation and that he would be glad to represent Council if that was there desire.

Councillor Larson indicated that he attended the Industrial Park Board meeting and that the Board was submitting an application for funding for its Asset Management Plan as this was plan is a requirement if they are to receive any future funding grants.

Councillor Larson attended and participated in the Saviour the Flavour event held at the Community Centre in Carling and through this event experienced issues with the electrical system and asked staff to address it in the 2013 budget process.

Acting Mayor Murphy reported that the Museum has hired another intern and that she was assisting the staff during the 2012 Open Door event in Parry Sound.

Acting Mayor Murphy reported on the REDAC Strategic Planning meeting and the group wants to focus on achieving one major result over the next year verses more studies.

Acting Mayor Murphy attended as well the Celebrate Carling and the Belvedere Veterans events.

10.    OTHER BUSINESS

LONG-TERM CARE FACILITIES SHARING AND INTEGRATION STRATEGIES

    NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling defer this item and bring it forward at the November Council meeting if Council so deems it necessary following the upcoming annual Belvedere Heights Home for The Aged meeting.

DISTRICT OF PARRY SOUND MUNICIPAL ASSOCIATION
FEDERAL RIDING BOUNDARIES

    WHEREAS the District of Parry Sound Municipal Association intends to make a submission to the Federal Electoral Boundary Commission at its upcoming Public Hearings on behalf of the member Municipalities affected by the proposed electoral boundary changes for the ridings of Nipissing and Parry Sound-Muskoka;

AND WHEREAS the following Municipalities wish to remain in the Parry Sound- Muskoka riding and not be integrated into the riding of Nipissing as proposed by the Commission: Township of Machar, Township of Strong, Township of Joly, Village of Sundridge and the Village of South River;

AND WHEREAS all the neighbouring municipalities in the District of Parry Sound also wish to preserve the Parry Sound-Muskoka riding in its current form;

NOW THEREFORE be it resolved that Council of the Township of Carling support the District of Parry Sound Municipal Association’s brief to the Federal Electoral Boundaries Commission for Ontario for the presentation to be made at the public hearing to be held in North Bay on Tuesday October 16, 2012.

GEORGIAN BAY BIOSPHERE RESERVE

Council agreed to the request to include a “State of the Bay Ecosystem Health Report Card” in a township mailing so long as it was a one page summary.

AMO – ARBITRATION REFORM

    WHEREAS, the Township of Carling is pleased that both the Liberal government and the PC party have kept the issue of interest arbitration reform at the forefront of major policy discussions;
 
AND WHEREAS, the Township of Carling supports the overall intention of interest arbitration reform;
 
AND WHEREAS, a preliminary review indicates that there appears to be room for improvement in both pieces of draft legislation before the legislature;
 
AND WHEREAS, the Township of Carling trusts that through further consultation these issues can be resolved;
 
AND WHEREAS, the Township of Carling is aware that AMO and the Emergency Services Steering Committee are reviewing these issues and look forward to further discussion and input;
 
NOW THEREFORE BE IT RESOLVED that the Township of Carling requests that the legislature will work collectively in the best interest of Ontario municipalities and Ontario taxpayers on this important issue of interest arbitration reform.

ONTARIO GOOD ROADS ASSOCIATION
NOMINATION FOR DIRECTOR IN NORTHERN ZONE

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling hereby nominates Councillor Mike Konoval as a candidate for the Board of Directors for the Ontario Good Roads Association for the 2013/14 term of office.

CARLING TRAIL BLAZERS NEW YEAR’S EVE FUNDRAISER

    NOW THEREFORE BE IT RESOLVED that Carling Township Council waive the rental fee for the Carling Trail Blazers New Year’s Eve Fundraiser being held at the Carling Recreation Hall on December 31, 2012.

2013 COUNCIL AND COUNCIL COMMITTEE MEETINGS SCHEDULE

NEAR NORTH SCHOOL BOARD
PARRY SOUND HIGH SCHOOL AND GRADES 7 & 8

    WHEREAS the Near North School Board passed a motion at its recent Board meeting to move Grades 7 & 8’s from local public schools to Parry Sound High School;

    AND WHEREAS the Board at this meeting added this item to the agenda as a last minute agenda item without any public notification;

    AND WHEREAS the local Board representative who represent the parents in the affected area where also unaware until the Chair requested the addition of the items to the agenda;

    AND WHEREAS the Board has not provided any justification or documentation showing the benefits to their decision or any plan showing how it is to be implemented;

    AND WHEREAS the whole process has been done without involving or seeking input from affected parents and students;

    NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling request that the Minister of Education, the Honourable Laurel Broten intervene in this case and send Ministry staff in to review and report to the local communities on how the Board conducts its meetings and it financial business;

    AND FURTHER BE IT RESOLVED that the Chair of the Near North School Board, Kathy Hewitt be forced to resign her position as Chair over the way this issue has been handled under her leadership.

    FEDERATION OF NORTHERN MUNICIPALITIES
    NORTHERN PROVINCIAL PARKS

    WHEREAS the Ministry of Natural Resources has announced the end of overnight camping in ten provincial parks in Northern Ontario;

    WHEREAS this decision will cost Northern Ontario 130 direct jobs and negatively impact tourism and Northern Ontario’s way of life;

    WHEREAS local stakeholders and municipalities have not been consulted on these closures and have been denied the opportunity to make these parks more sustainable;

    NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling petition the Legislative Assembly of Ontario to immediately suspend plans to cancel overnight camping at the ten provincial parks and;

AND FURTHER BE IT RESOLVED that the Ministry immediately consult with local municipalities, stakeholders and regional economic development organizations regarding the long-term viability of preserving Northern Ontario provincial parks.

    FEDERATION OF NORTHERN MUNICIPALITIES
    ONTARIO NORTHLAND TRANSPORTATION COMMISSION

    WHEREAS the Government of Ontario has announced plans to divest itself from Ontario Northland Transportation Commission;

WHEREAS this decision has already resulted in the cancellation of the 102 Ontario Northlander train service and plans to sell off Ontario Northland’s bus routes which will privatize the only intercity public transit serving many northern communities;

WHEREAS our resource sector relies on freight rail and changes in that service would seriously impact our economy. Our existing highway network does not have the capacity to replace freight rail if cancelled or made economically unviable;

WHEREAS rail networks are much more economical to sustain than such an extensive highway system as well as being more environmentally friendly;

NOW THEREFORE BE IT RESOLVED that the Council for the Township of Carling petition the Legislative Assembly of Ontario to immediately suspend plans to divest from ONTC and consult with local municipalities, stakeholders and regional economic development organizations regarding the long-term plans for improving the effectiveness of ONTC as a government asset.

DEEP BAY WATERSHED & LAKE MANAGEMENT PLAN
