1.    CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.        MINUTES OF THE PREVIOUS MEETINGS

NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on April 16, 2012, be approved.

3.    SHORE ROAD ALLOWANCES

    SHORE ROAD ALLOWANCE APPLICATION 2012-4

NOW THEREFORE BE IT RESOLVED That Carling Council agree to open a file, SRA 2012-4 being an application to close and convey the road allowance abutting Concession 5, Pt Lot 36, Plan PSR-289 Part 3, Parcel 9814, and that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10.  Applicants:  Arielle & Aaron Reid, 16 Poacher’s Point Rd.

                            Carried.

4.     BY-LAWS

NEW BURNING BY-LAW    

Council raised questions on various aspects of the fire by-law such as the time frames when fires are permitted and questioned whether they should be fixed to a specific time or more generic like the provincial wording. Questions were also raised about the ability to permit day time burning during the less dangerous months.

The Fire Chief noted that starting in the fall fire permits will no longer be acquired at the transfer stations as they will now be available on line or at the Township office.

Council deferred dealing with the By-law until next month pending the modifications as directed by Council are incorporated.

Councillor Murphy asked if the Fire Chief could provided a report three time per year April, August and December identifying key performance measurements/activities for the fire service.

5.    REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer, as distributed.

6.    REPORT OF THE COMMITTEES

Councillor Konoval reported on the spring Parry Sound District Municipal Association meeting that was held in Pointe au Baril.

Councillor Konoval reported on the recent Carling Spring Clean-Up Day. Unfortunately the next day new garbage was found along Highway 559 and this has led to the suggestion of implement the “Adopt A Road Program”. Councillor Konoval asked for Council’s support and this was given.

Councillor Konoval reported on his attendance at the retirement party for O.P.P. Staff Sergeant Ernie Klink.  

Councillor Konoval reported on the FONOM Conference he attended with Councillor Murphy and Mayor Harrison. All three commented on the excellent workshops and sessions provided ranging from financial to strategic planning.

Councillor Murphy indicated that she had no report other than her comments on the FONOM Conference.

Councillor Larson reported briefly on the last Planning Board meeting which was uneventful.

Councillor Gordon had nothing to report.

Mayor Harrison reported to Council on his meeting with the owner whose work impacted a local wetland and Heron rookery.

Mayor Harrison reported to Council on subjects being discussed at the recent Heads of Council meeting which ranged from the Social Network Council, Active Transportation issue to Doctor rostering and how to alleviate the congestion in the Hospital Emergency Department especially during the peak summer periods.

Mayor Harrison asked for suggestions on topics that could be on the agenda for the 2013 FONOM Conference that is being held in Parry Sound. Mayor Harrison suggested that one issue might be connectivity for rural areas in Northern Ontario and Eco-Tourism.

7.    COUNCIL CORRESPONDENCE

NOW THEREFORE BE IT RESOLVED that Council receives the April 2012 Council Correspondence listing.

8.    OTHER BUSINESS

AMO – RISING COST OF POLICE SERVICES

The CAO reported that this is an issue that is becoming a concern as the costs are escalating well above the rate of inflation and Council may need to start to raise this concern with their local M.P.P. and with government Ministers.

9.    BY-LAWS

SHORE ROAD ALLOWANCE BY-LAW

THAT By-law Number 2012-16, being a By-law to Close and Sell Part of the Original Shore Road Allowance in front of Lot 9, Concession C, Township of Carling (Doktor), be read and finally passed in Open Council this 15th day of May, 2012.

                            Carried.

    NEW BUILDING BY-LAW

2012-17                        Moved by Councillor Konoval
                                   Seconded by Councillor Larson

THAT By-law Number 2012-17, being a By-law Respecting Building Permit Classes, Applications, Fees and Notices Required for Inspection, be read and finally passed in Open Council this 15th day of May, 2012.

                            Carried.

10.    CLOSED MEETING

 NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 8:16 p.m., pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with legal matters dealing with an upcoming OMB Hearing and personnel/contractual matters.

                            Carried.

THAT By-Law Number 2012-18, being a Confirming By-Law, be read and finally passed in Open Council this 15th day of May, 2012.
