1.    CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.    MINUTES OF THE PREVIOUS MEETINGS

    NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on December 12, 2011, be approved.

CARLING RECREATION COMMITTEE

    NOW THEREFORE BE IT RESOLVED that the Carling Recreation Committee Minutes of December 5, 2011, be received.

3.    DEPUTATIONS


       WEST PARRY SOUND ACTIVE TRANSPORTATION COMMITTEE

Mr. Wendall Fisher the Chair of the West Parry Sound Active Transportation Committee spoke to Council spoke to Council about the about the vision and mission of the organization. The term Active Transportation refers to any form of human powered, non-motorized transportation such as walking or cycling. The Active Transportation Committee is seeking Council’s endorsement of their Charter and the support in principle of the development of a Master Plan for the area.

    NOW THEREFORE BE IT RESOLVED that Carling Council endorses the West Parry Sound Active Communities Charter and supports in principle the development of a West Parry Sound Active Transportation Master Plan to encourage safe, frequent and accessible human-powered transportation for all ages for the West Parry Sound area.

4.    OFFICIAL PLAN/ZONING AMENDMENTS

    NOW THEREFORE BE IT RESOLVED that Carling Council deems Zoning By-law Application C502-2012, an application to amend the Municipality’s zoning by-law, a complete application under Section 34 of the Planning Act.

5.    SHORE ROAD ALLOWANCES

SHORE ROAD ALLOWANCE APPLICATION 2011-13

    NOW THEREFORE BE IT RESOLVED That Carling Council agree to open a file, SRA 2011-13 being an application to close and convey shore road allowance in front of Con 4, Pt Lot 12, Plan 42R-10761 Part 2, Parcel 23597 SS, and that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10.  Applicants:  Randall & Catherine Pilon, 112 Shebeshekong Rd.

                            Carried.

8.     REPORT OF THE CHIEF ADMINISTRATIVE OFFICER

NOW THEREFORE BE IT RESOLVED that Council receives the Reports of the Chief Administrative Officer, as distributed.

9.    REPORT OF THE COMMITTEES

Councillor Konoval reported on the three meetings he attended as the townships representative on REDAC. The meetings dealt with a proposed Business Fair, a Manufacturing Tour for students and the concept of Smart Communities. Councillor Konoval asked for comments from the other Council members who attended the Smart Communities meeting; Councillors Murphy, Gordon and Mayor Harrison. All indicated that the presentation was very informative.

Councillor Larson reported that he will be attending a Planning Board meeting later this month that will deal with the budget.

Councillor Larson reported on the Industrial Park Board activities and that negotiations are ongoing as well the Board is looking at the Sewage Lagoon rates.

Councillor Gordon reported on the Park to Park Committee meeting and plans for a spring ribbon cutting ceremony as well as the organizations financial struggles to maintain the trail.

Mayor Harrison reported on the successful Christmas Party organized by the Recreation Committee.

Mayor Harrison also reported on the Fire Departments response to the recent deadly car accident on Highway 69/400.

11.    OTHER BUSINESS

APPOINT ACTING MAYOR

    NOW THEREFORE BE IT RESOLVED That Carling Township Council appoint Councillor Murphy as Acting Mayor for 2012.

DISTRICT OF PARRY SOUND SOCIAL SERVICES ADMINISTRATION BOARD.

12-010                        Moved by Councillor Larson
                            Seconded by Councillor Konoval

    WHEREAS the Township of Carling objects to the refusal of the Social Housing Services Corporation (SHSC) to allow for competitive bidding for insurance by prescribed housing providers for the fiscal year 2011/2012;

    THEREFORE BE IT RESOLVED THAT the Social Housing Services Corporation Board of Directors allow all Housing Providers access to alternate broker arrangements;

    FURTHER BE IT RESOLVED THAT should SHSC not reconsider its decision, the Province of Ontario intervene accordingly to ensure an open, competitive bidding process for insurance and all of its other programs and services; and

    FURTHER BE IT RESOLVED THAT this resolution be forwarded to the Board of SHSC, the Minister of Municipal Affairs and Housing, the Premier of Ontario, all prescribed housing providers in the District of Parry Sound, CMSM’s/DSSAB’s, NOSDA, OMSSA, all District Municipalities, PSDMA and AMO.

NORTH BAY PARRY SOUND DISTRICT HEALTH UNIT, BOARD OF HEALTH
CONTRABAND TOBACCO

    WHEREAS Contraband tobacco products are available in our community; and

    WHEREAS Consumption of tobacco products increases when tobacco prices are lower; and
    
    WHEREAS 42.0% of smokers in the North have purchased at least one pack of cigarettes on First Nation reserves in the past six months; and

    WHEREAS 53% of students in Ontario who smoke (grades 7-12) have smoked cigarettes in the past year; and

    WHEREAS The Liberal party’s election platform stated that “we’ll build on our contraband strategy to choke off the supply of cheap, illegal tobacco sold to our kids by doubling our enforcement efforts”;

    NOW THEREFORE BE IT RESOLVED, That the Council for the Township of Carling send a letter to The Honourable Deb Matthews, Minister of Health and Long-Term Care, and The Honourable Dwight Duncan, Minister of Finance, commending the work of the provincial government with regards to controlling the contraband tobacco problem, as well as encouraging these Ministries to continue to maintain a strong focus on tobacco control, and

    FURTHERMORE BE IT RESOLVED, that a copy of this resolution be forwarded to:

MUNICIPALITY OF CLARINGTON
REQUEST FOR PROVINCIAL REGULATIONS REGARDING COMMERCIAL FILL OPERATIONS

12-012                        Moved by Councillor Konoval

    WHEREAS municipalities are faced with requests from Commercial Fill Operators to place fill in, for example, either previously undisturbed areas or expired gravel extraction pits;

AND WHEREAS municipalities have limited resources and ability to regulate this type of operation other than through zoning restrictions and agreements associated predominantly with operational protocol;

AND WHEREAS the issue of soil quality of fill imported to a receiving site potentially has a significant cross jurisdictional environmental impact that should be elevated to the Provincial level through the Ministry of Environment;

AND WHEREAS the Ministry of Environment has established criteria for quality of fill for Brownfield redevelopment but not for the importation and placement of fill within, as an example, undisturbed areas or expired gravel extraction pits;

BE IT THEREFORE RESOLVED that the Province, through the Ministry of the Environment, establish guidelines, regulations and a Provincially regulated approval process to govern the quality of fill imported to a receiving site other than for the purpose of Brownfield redevelopment;

AND FURTHER, THAT the Clerk forward copies of this resolution to Parry Sound-Muskoka MPP, Norm Miller, the Ministry of the Environment, the Association of Municipalities of Ontario and all Ontario Municipalities for their consideration.

MUNICIPALITY OF CLARINGTON
SPECIAL PROVINCIAL FUNDING TO COVER MUNICIPAL DEFICITS

    WHEREAS the Municipal Act requires that municipalities operate on a balanced budget;

AND WHEREAS all Municipal Councils face difficult decisions in the budget process in balancing (a) the needs of their communities; and (b) being fiscally responsible;

    NOW THEREFORE BE IT RESOLVED THAT:

a)    The Municipality write to the Premier of Ontario respectfully requesting that if any municipality in Ontario receives special funding from the province to cover a budget deficit, that all local municipalities receive the same per capita funding from the Province; and

That a copy of this resolution be forwarded to Norm Miller, MPP for Parry Sound-Muskoka, the Association of Municipalities of Ontario, and all municipalities in Ontario requesting that they endorse this resolution.

    SMART COMMUNITY BUSINESS PLAN

    WHEREAS the Town of Parry Sound has entered into an agreement with the Township of Carling, the Township of McDougall, the Township of McKellar, and the Township of Seguin in the operation and management of the Regional Economic Development Advisory Committee (REDAC);

AND WHEREAS REDAC has, through the Parry Sound Area Community Business & Development Centre Inc. (CBDC), made application for funding assistance to both NOHFC and I/C FedNor for the Smart Communities Business Plan;

NOW THEREFORE BE IT RESOLVED that Council approves the CBDC to act as the contract agent on behalf of REDAC and its member municipalities;

AND FURTHER BE IT RESOLVED that Council supports both the FedNor and NOHFC application to complete a Smart Community Business Plan.

    NOW THEREFORE BE IT RESOLVED that the following members of Council be authorized to attend the May Conference in North Bay; Mayor Harrison, Councillors; Murphy and Konoval.

    THAT By-Law Number 2012-01, being a Confirming By-Law, be read and finally passed in Open Council this 16th day of January, 2012.
