1.    CALL TO ORDER

The Mayor called the meeting to order at 7:00 p.m.

2.    MINUTES OF THE PREVIOUS MEETINGS

    NOW THEREFORE BE IT RESOLVED that the Minutes of the Regular Meeting of Council held on October 11, 2011, be approved.

CARLING RECREATION COMMITTEE

    NOW THEREFORE BE IT RESOLVED that the Carling Recreation Committee Minutes of September 27, 2011, be received.

3.    SHORE ROAD ALLOWANCES

    SHORE ROAD ALLOWANCE APPLICATION 2011-12

NOW THEREFORE BE IT RESOLVED That Carling Council agree to open a file, SRA 2011-12 being an application to close and convey shore road allowance in front of Con 5, Pt Lot 36, Plan PSR-632 Part 1, Pt Parcel 10994 SS, and that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10.  Applicants:  Liviu Bogdan & Odette Bogdan, 8 Poacher’s Point N.

    SHORE ROAD ALLOWANCE APPLICATION 2011-5

WHEREAS Carling Council agreed to open file SRA 2011-5 on June 13th, 2011, being an application to close and convey shore road allowance in front of Plan M154 Lot 5, Parcel 9400 SS.  Applicant:  Reinhard Muhs  235 Blind Bay Cottagers Rd;

WHEREAS the abutting owners, Brian & Kathleen Ballantyne have applied and requested that they be added to the application as a joint applicant;

THEREFORE BE IT RESOLVED that Carling Council agree to add Brian & Kathleen Ballantyne as applicants to open file SRA 2011-5: being an application to close and convey shore road allowance in front of Plan M154 Lot 6, Parcel 9456 SS and that the shore road allowance to be closed and conveyed be declared surplus pursuant to Property Disposal By-law No. 95-10. Applicant: Brian & Kathleen Ballantyne  237 Blind Bay Cottagers Rd.

                        Carried.

4.    REPORT OF THE COMMITTEES

Councillor Konoval reported that he attended the Celebrate Carling evening on October 15th.  The event was very well attended.  This year the Committee honoured Ted & Kathy Krug, Irene Calow, Terry Little and Monica Scoffield.

Councillor Konoval reported that he attended a CPAC meeting.  Carling Township did receive a good report but is not crime free.

Councillor Konoval also reported on the Remembrance Day service held November 11, 2011.  Many attended the service and the small luncheon at the Recreation Hall.  Councillor Konoval expressed his thanks to all Carling staff that helped out.

Councillor Murphy reported that a new manager was recently hired for the West Parry Sound Museum.

Councillor Gordon reported that he attended the Parry Sound Area Planning Board meeting.  Two Carling applications were approved.

Councillor Larson reported that he attended the Industrial Park Board meeting.  The Board is waiting for the MTO to do a traffic study.

Mayor Harrison reported that the Carling Recreation Committee is planning the float for the Santa Claus parade and plans have begun on the 2012 Winter Carnival.  Mayor Harrison also updated Council on the bottle drive and explained that the money that the Committee is collecting at the waste site will be going towards a future roof over the rink.

Mayor Harrison also reported on the haunted house that the Fire Department.  The event was a huge success and Mayor Harrison gave credit to the Chief and all the volunteers for creating it.  They hope to build on it for next year.

6.    OTHER BUSINESS

    EQUIPMENT PURCHASE FOR 2012

NOW THEREFORE BE IT RESOLVED that Council for the Township of Carling hereby authorize the Public Works Superintendent to submit tenders for one (new) 2012  5 ton tandem snow plow truck to replace the 2001 Sterling as per the equipment replacement schedule and advertise on a for sale basis for a sum of $30,000 the 2001 Sterling truck and that Council further authorize the Public Works Superintendent to tender for one (new) 2011 or 2012  350 or 3500 truck to include a snow plow package to replace the 2005 F550 Super Duty Ford truck and that this truck be advertised on a for sale basis for the sum of $15,000.

    REQUEST TO SIT ON THE EXECUTIVE BOARD OF DIRECTORS WITH AORS

NOW THEREFORE BE IT RESOLVED that Council for the Township of Carling authorize the Public Works Superintendent to seek nomination as 2nd Vice for the Association of Ontario Road Supervisors and if elected Council authorizes the Public Works Superintendent to sit on the Executive Board of Directors for the Association for a period of four years to serve in the following positions: 2012 2nd Vice, 2013 1st Vice, 2014 President, 2015 Past President.

7.    BY-LAWS

    COMPREHENZIVE ZONING BY-LAW C500-2011

WHEREAS Carling Council has made available a draft Comprehensive Zoning By-law, described as Draft Zoning By-law June First Draft (now numbered C500-2011 to reflect the year of passage of the by-law) to all property owners in the Township of Carling;

AND WHEREAS Open Houses were held on July 23rd, 2011 and August 27th, 2011;

AND WHEREAS Public Meetings were held on September 12th, 2011 and October 11, 2011;

AND WHEREAS Council received written comments and heard oral representation with respect to a number of matters in the draft by-law;

AND WHEREAS Council, as a result of the representation, has made a number of changes to the draft by-law after the public meetings,

AND WHEREAS pursuant to Section 34(17) of the Planning Act Council has considered whether any further notice is to be given in respect of the proposed by-law;

NOW THEREFORE BE IT RESOLVED that Council confirm that no further notice of draft Comprehensive Zoning By-law C500-2011 is required.

THAT By-law Number C500-2011, being a By-Law to regulate the use of land and the character, location and use to buildings and structures in the Township of Carling be read a first, second and third time and finally passed this 14th day of November, 2011.

    SHORE ROAD ALLOWANCE BY-LAW

THAT By-law Number 2011-39, B=being a By-law to Close and Sell Part of the Original Shore Road Allowance in front of Lot 66, Concession 8, Township of Carling (Taylor), be read and finally passed in Open Council this 14th day of November, 2011.

    ACQUISITION OF LANDS FOR MUNICIPAL PURPOSES

THAT By-law Number 2011-40, being a By-law to authorize the acquisition of lands for municipal purposes (West Parry Sound Health Centre), be read and finally passed in Open Council this 14th day of November, 2011.
