Prior to the regular Council Committee meeting, Council met as Committee of Adjustments to consider Minor Variance Applications.

1.    CALL TO ORDER

The Mayor called the meeting to order at 9:07 a.m.

2.    SNUG HARBOUR LIGHTHOUSE

Kevin McLlwain advised that he had spoken with Kevin Pidhirniak from the Department of Fisheries and Ocean and reports that there is a one-time grant available that can be used toward the purchase of the Snug Harbour Lighthouse.  He further reported that although previous council was in favour of purchasing the Lighthouse, the matter should be discussed with present council before continuing discussions with the Department of Fisheries and Oceans Council agreed in principal to continuing with the purchase and deferred the matter to a later date to be determined.

Councillor Murphy joined the meeting at 9:30.

3.    EXPANSION OF SAWDUST BAY PARKING AREA

Joe Ryman, Public Works Superintendent presented the results of the Request for Quotes regarding the expansion of Sawdust Bay Parking area, recommending that the project be awarded to Weeks Construction for a cost of $23,862.50, plus HST of $3,102.13, for a total cost of $26,964.63.  Mr. Ryman further requested and council agreed to proceed with the project prior to the Council meeting of October 13, 2015, enabling the contractor to begin work immediately.

4.    RALPH MORRIS, CONCERNS AT PENGALLY BAY DOCK

Council acknowledged the letter of Ralph Morris regarding his concerns at Pengally Bay Dock, being the lack of docking space, and dangerous conditions at the side of the ramp.  Council agreed that Joe Ryman, Public Works Superintendent, and Kevin McLlwain, CAO will determine and implement repairs to the risk issues.  Joe Ryman will advise Mr. Morris that the risk issues will be addressed however no other changes will be implemented at this time.  Council agreed to revisit the matter in 2016.

5.    UPCOMING NOV. 9TH HWY 559 MEETING WITH MPP AND MTO

Mayor Konoval reported that meeting has been set for November 9, 2015 to meet with MPP Norm Miller and MTO representative Rick Hornsby regarding Highway 559.  Matter to be addressed is the continuing deterioration of the highway and paved shoulders vs. bicycle lanes.  Kevin will circulate to council the information gathered at the previous meeting with Mr. Miller.  Joe Ryman will compile a package of correspondence and data with regards to the condition of Hwy 559 over the past ten years and circulate prior to the November 9th meeting.

6.    WATER ACCESS BY-LAW REVIEW

Doug Vock presented his review of the Water Access Bylaw, addressing the issues of Public Parking.  It was recommended that the bylaw is amended to make Remy Bay Parking area open for the public and to allow overnight parking at Sawdust Bay Parking area.  Mr. Vock presented his recommendation with respect to parking passes/waste site passes.  

Council agreed to the overnight parking at Sawdust Bay and the new permits but felt additional residential temporary permits for the Remy Bay Parking was more appropriate than opening for general public parking.

Council directed staff to bring the amended bylaw forward to the regular Council meeting on October 13th for review and approval.


7.    CLOSED SESSION

                    Moved by Councillor Crookshank
                    Seconded by Councillor Gilbert

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 11:40 a.m., pursuant to Section 239(2)(b) of the Municipal Act, 2001, S.O. 2001, c.25, as amended , to deal with personal matters about an identifiable individual, including municipal or local board employees.

        i)    Personnel Matters

                        Carried.

8.    OPEN MEETING

                    Moved by Councillor Murphy

                   Seconded by Councillor Crookshank

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 12:09 p.m.

                        Carried.

9.    ADJOURNMENT

Meeting adjourned at 12:10 p.m.
