Council Members Present:   Mayor:  Mike Konoval
Councillors:    Gord Harrison, Susan Murphy, Terry Gilbert, Steven Crookshank

1.    CALL TO ORDER

The Mayor called the meeting to order at 9:00 a.m.

2.    COMMUNITY SUPPORT SERVICES ACCESSIBLE VAN

Mr. Parton provided a brief update on who Community Supports Services (CSS) are and what services they provide to the area.  Mr. Parton informed Council that CSS currently have 3 vans, the largest being 12 years old and out of service.  To ensure they can continue to provide their essential transportation services, they require a new van.  

Community Support Services are requesting that Council support Community Support Services in the amount of $5,000.00 upfront and $2,000.00 per year for ten years for the purchase of replacement accessible vans.  If all area municipalities support their request, CSS will be able to purchase a van now as well as accumulate funds for a replacement.  A condition to the support is that all area municipalities participate in the funding this equipment.

3.    PUBLIC WORKS COMMITTEE.  DATA COLLECTION WASTE MANAGEMENT REPORT

Joe Ryman reported on the recommendations from the Public Works Committee, which included the distribution of an information pamphlet and the collection of data by way of a Daily Use Log Form Questionnaire for the users when entering the sites.  

Mr. Ryman updated Council on what data his staff is currently tracking and logging at each waste site and expressed his concerns with the extra wait time the questionnaire may cause.

Staff was directed to bring matter to the August 17th Council meeting for approval.

4.    REMOVAL OF CULVERT.  WAWANAISA RD

On behalf Bert Reekie, Councillor Crookshank requested that Council revise their previous decision that was made at the July 13th meeting where Council had directed staff to leave the blocked culvert in place until the Wawanaisa road is reconstructed.  Mr. Reekie communicated that Council have the culvert removed immediately.

Staff reported that culvert is currently sealed and that no water is flowing through it.  

Staff was directed to have the culvert removed by the week of August 17th and that staff restore the damaged property.

5.    DOCK REPLACEMENT IN REGATTA BAY

Joe Ryman advised Council that the dock located in Regatta Bay is in very poor condition and that it should be replaced before someone is seriously injured.  Mr. Ryman reported that the Township does have an extra dock that could be offered to the Ministry of Natural Resources Forestry (MNRF) for replacement.

Council directed staff to send a formal letter to the MNRF advising them of them of the state of the dock, the potential liability and include a request that the dock be replaced.

6.    TRADE-IN OF 75 MERCURY OUTBOARD MOTOR

Joe Ryman reported to Council that the 75 Mercury outboard motor, which was traded in with the purchase of the new motor, is not in working condition.

Mr. Ryman advised Council that the motor seemed to be operating normally at the time of trade-in.  Due to information received from Payne Marine with respect to the motor not working properly, Mr. Ryman recommended that the Township return to Payne Marine the $1,000. of the $2,000. trade-in allowance for the motor.

Council directed staff to inform Payne Marine that they were provided with the opportunity to come examine the motor, as set out in the tender, and they declined.  No funds will be returned.

7.    REQUEST FOR WW2 DISPLAY IN TOWNSHIP OFFICE

Mayor Konoval informed Council of a request that he received from the Hare Family for a WW2 display to be showcased in the office.
Mayor Konoval advised Council that he would invite the family to the September Committee meeting for further discussion.

8.    CLOSED SESSION

                    Moved by Councillor Gilbert
                    Seconded by Councillor Murphy

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 10:54 a.m., pursuant to Section 239(2)(b) and 239(2)(f) of the Municipal Act, 2001,S.O. 2001, c.25, as amended, personal matters about an identifiable individual, including municipal or local board employees; and advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

9.    OPEN MEETING

                    Moved by Councillor Gilbert
                    Seconded by Councillor Harrison

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 11:42 a.m.

                        Carried.

10.    ADJOURNMENT

Meeting adjourned at 11:45 a.m.
