1.    CALL TO ORDER

The Mayor called the meeting to order at 9:00 a.m.

2.    PARRY SOUND INDUSTRIAL PARK BOARD TAX DIFFERENTIAL - DISCUSSION

Council reviewed the existing Parry Sound Area Industrial Park Municipal Agreement.  Councillor Harrison provided an update on the changes to the Agreement, which was revised in 2010.  

Council directed staff to send a letter to the Board requesting a review, specifically to look at Section 4, which deals with Carling’s annual tax differential, and Section 5, which sets out the Board’s administrative support.

3.    2014 FINANCIAL STATEMENTS - DISCUSSION

Donna Besman provided Council with an overview of the 2014 Consolidated Financial Statements which were prepared by BDO Dunwoody.
Council requested that they would prefer to receive the final statements ahead of time and have an opportunity to review with staff before the auditor presents them to Council.

4.    CARLING RECREATION HALL STRUCTURAL CONCERNS -DISCUSSION

Mayor Konoval reported that he and the CBO inspected the Recreation Hall after a number of deficiencies had been reported to him.  Doug Vock reported that the carpet on the stage needed to be replaced, that he had received a request for a couple chairs to be placed at the bar and that the hall needed a fresh coat of paint.  Mr. Vock advised Council that cost to proceed with this work would be approximately $3000. and that this work had not been budgeted.

Council directed Doug Vock to proceed with the work and that the funds are to come from reserves.  

5.    PRIVATE ROAD GRANTS - DISCUSSION

Donna Besman reported on the request from the Collins and Blind Bay Cottagers’ Road Corporation for a grant for the purposes of assisting with road maintenance costs.  Ms. Besman provided Council with an update on how the grants requests work and how they are applied for.

Council directed staff to obtain legal advice and bring back to the August Committee meeting for discussion.  Staff was directed to provide Council with a list of private roads including the number of km’s of each road.

6.    2014 KILLBEAR ANNUAL MONITORING REPORT – DISCUSSION

Joe Ryman updated Council on the mandatory requirements of the annual monitoring of Killbear Transfer Station.  Mr. Ryman reported that Azimuth Environmental is sending a request to the Ministry of Environment to request that the monitoring be reduced from 4 times per year to once a year.

7.    PUBLIC WORKS GARAGE

Joe Ryman reported that the Agreement and Minutes of Settlement (MOS) have been sent to Cowden Woods for approval and signing.  Mr. Ryman outlined for Council a few stipulations in the MOS that Cowden Woods may take issue with, which included the required $10,000. security deposit and the requirement to pay Carling Township $17,690. within 10 days of the execution of the MOS.

Council agreed that if Cowden Woods took issue with these two stipulations that they would agree to reduce the security deposit to $7500. and allow 30 days for the payment of $17,690.


8.    CBO OPTIONS – DISCUSSION

Doug Vock spoke to Council on his specific duties, responsibilities and workload of this current position.

Council agreed to bring the matter back to the August Committee for a further discussion with the new CAO.

9.    CLOSED SESSION

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING at 11:13 a.m., pursuant to Section 239(2)(b) of the Municipal Act, 2001,S.O. 2001, c.25, as amended, personal matters about an identifiable individual, including municipal or local board employees:

1.    Succession Planning - Public Works Dept.
2.    Recruitment
3.    Operations Review

    OPEN MEETING

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 12:02 p.m.

10.    ADJOURNMENT

Meeting adjourned at 12:15 p.m.
