1.    CALL TO ORDER

The Mayor called the meeting to order at 9:00 a.m.

2.    PARK TO PARK TRAIL.  FUNDING REQUEST

Council discussed a request for $20,000. of funding from the Park to Park Trail Association as matching funds for NTC funding to be used on a rebuilding/reclaiming a section of trail from Shawanaga to Shebeshekong.

Council agreed on to approve a one-time grant of $10,000.  Council requested that the trail use be monitored and that this information be provided to Council when available.  Council also expressed an interest in seeing progress made on the extension of the trail from Killbear Park.
 
3.    POLICING OPTIONS

Council discussed the resolution enacted by the Township of Seguin where Council agreed to proceed to further consider the option of setting up its own police service.

Council agreed that prior to considering the resolution, they would like to meet with provincial representatives and the consultant to further investigate the policing options.  

4.    SAWDUST BAY PARKING AREA – MCDOUGALL DENIAL OF REQUEST FOR PARKING AT GEORGE HUNT BOAT LAUNCH FACILITY

Staff reported to Council that the parking area at Sawdust Bay Boat Launch could be easily expanded by clearing out and laying gravel, but still leaving a 10 metre buffer along the road and neighbouring properties.

Staff was directed to proceed with a Species at Risk review and once the SAR was complete and pending the outcome of it, then letters are to be sent to the owners of property in the area advising them of the proposed work.  Letters are also to be sent to property owners on Huckleberry Island advising them of the work being done and instructing them on how to park vehicles in the new parking area.  The tentative schedule for letters is early September and for work is September/October.

5.    AUTHORIZATION FOR TENDER.  JOE RYMAN

Council approved the tender recommendations made by Joe Ryman.

6.    PUBLIC WORKS BUILDING

Staff reported that an agreement with Cowden Woods had been reached and that Mike Dwyer, Consultant for the Township was satisfied with the recommendations.

Staff was directed to proceed with the preparing of the contract and minutes of settlement.

7.    TAX BILLING INSERT

The tax billing insert was approved by Council.

8.    REQUEST TO POST NOTICE OF AN IN MEMORIUM
CELEBRATION

Council agreed to approve the request, but directed staff to look into a website policy.

9.    KILLBEAR MARINA REQUEST

Maryann Weaver updated Council on the proposal from the owner of Killbear Marina.  Council was informed that the Ministry did object to the sale of the road allowance and shore road allowance that abuts Crown Land.

Council was informed that the applicant was aware of the objection and only wished to proceed with the purchase of road allowance.  The owners intend to make application to the Ministry for the sale of the crown land that abuts the marina

The application is scheduled to come before Council at the June 15th Council meeting.

10.    CANADA 150 COMMUNITY INFRASTRUCTURE

Donna Besman updated Council on the Canada 150 Community Infrastructure Program.

Council directed staff to proceed with the submission of the application for the Roof over Rink Project.  Council also agreed that the municipal portion of funds required for the project will be paid from the Parks Reserve Fund.

11.    DRAFT NEWLETTER

Council discussed the mailing of the newsletter and agreed to ‘go green’ this year.  The newsletter was approved with minor amendments.

Staff was directed to only post a copy on the Township website and send out to everyone on the Township email list.  Paper copies will be mail available upon request.

12.    CLOSED SESSION

                    Moved by Councillor Crookshank
                    Seconded by Councillor Gilbert

NOW THEREFORE BE IT RESOLVED that Council move into a CLOSED MEETING, pursuant to Section 239(2)(b) of the Municipal Act, 2001,S.O. 2001, c.25, as amended, personal matters about an identifiable individual, including municipal or local board employees.

                    Moved by Councillor Murphy
                    Seconded by Councillor Harrison

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING.

14.    ADJOURNMENT

Meeting adjourned at 12.51 p.m.
