1.    CALL TO ORDER

The Mayor called the meeting to order at 9:00 a.m.

2.    COSTS FOR SHARED SERVICES. – INTERNET / SERVERS / EMAIL / TREENO / TELEPHONES

Dan Hildebrandt prepared and reviewed with Council a report which showed costs, assessments and estimates based on information provided by the Archipelago.  Mr. Hildebrandt’s report detailed the services that Carling Township is being invoiced for, the costs for sharing of each service, as well as an itemized comparison of costs for replacement of each service.

Mr. Hildebrandt concluded that Carling is receiving these services at a very reasonable cost and recommended that Carling continue with the sharing of these services.

Council agreed with the recommendation of Mr. Hildebrandt and directed the CAO to pay the invoice, as well as send a letter to thank the Council of The Archipelago for past sharing of technical services under the Inter-Municipal Agreement and for the opportunity to continue with the shared services arrangement.

3.    UPDATE ON FAIRNESS OF REPRESENTATIVES ON AREA BOARDS.  (BELVEDERE HEIGHTS HOME FOR THE AGED & DISTRICT SOCIAL SERVICES ADMINISTRATION BOARD)

Donna Besman updated Council on the legislations that establish these area boards.  Ms. Besman explained the difficulty of getting the legislation changed and that without full support from all municipalities involved, they would not be successful.  Council agreed to set this issue aside for the time being.

4.    REVIEW OF SIGNING AUTHORITIES

As requested by Councillor Crookshank, Ms. Besman drafted a new signing authority by-law to ensure that every cheque issued by the Township of Carling will be signed by one member of Council and one appointed staff member.  The draft by-law will be brought forward to the next Council meeting for approval.

5.    CHIEF ADMINISTRATIVE OFFICER POSITION.  DRAFT JOB DESCRIPTION.

Mr. Besman reviewed with Council the draft job description and advertisement for the position of Chief Administrative Officer.  Both documents were approved.

6.    HIRING OF SUMMER STUDENTS

Joe Ryman reviewed with Council his revised recommendations for the hiring of staff for the 2015 summer season, as requested by Council at the February 18th Council Committee meeting.  With some minor amendments the budget was reduced 20%.

7.    CLOSED SESSION

                    Moved by Councillor Gilbert
                    Seconded by Councillor Crookshank

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 11:12 a.m., pursuant to Section 239(2)(e) of the Municipal Act, 2001, S.O. 2001, c.25, as amended , to deal with legal matters regarding the public works garage.

                        Carried.

8.    OPEN MEETING

                    Seconded by Councillor Harrison

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 11:19 a.m.
                        Carried.


9.    JACK STEENHOF, STEENHOF BUILDING SERVICES GROUP
    OUTDOOR ICE RINK ROOF STRUCTURE

At the request of Council, Jack Steenhof presented to Council a proposal to provide engineering services and other associated services for the outdoor ice rink roof structure.  A summary of the task items included, a review of the existing conditions, roof structure design concept, costing and scheduling, research of available grants and funding, construction options and finally associated or potential risks.  The project will be brought forward for budget discussions.

10.    ADJOURNMENT
