Council Members Present:         Mayor:        Mike Konoval
Councillors:  Gord Harrison,Susan Murphy, Terry Gilbert, Steven Crookshank

Staff Present:    Donna Besman, CAO/Clerk

1.    CALL TO ORDER

The Mayor called the meeting to order at 1:00 p.m.

2.    SHORT TERM COUNCIL PRIORITIES


Council discussed the short term priorities that they wished to see accomplished during the contract of Ms. Besman.  There was a consensus reached that Ms. Besman would focus on the CAO Recruitment, the 2015 Budget, the 2014 year end and on undertaking an operations review of the administration of the Township.

3.    COUNCIL MANDATE


Council also discussed what some of the priorities would be over their 4 year term.  It was identified that review of services levels was important and should be reviewed annually.  Council determined that they wished to put the focus on the ratepayer.  They would look at the services provided and make sure that taxpayers wanted these services.  They would look at ways to manage more economically and would look to providing services in new ways.  Communication with the ratepayer was also identified as being important not only as a way to inform but also as a way to educate.

It was stated that this was a transition term of Council and that it would be important to undertake a strategic planning exercise sometime over the next year which would engage ratepayers as well as Council.  Council agreed that the Asset Management Plan needed review as did the practice of hard surfacing roads.  Council confirmed that the recruitment of a CAO was best for the future of the Township.


4.    CLOSED SESSION

                    Moved by Councillor Harrison
                    Seconded by Councillor  Murphy

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 3:10 p.m., pursuant to Section 239(2)(b) of the Municipal Act, 2001, S.O. 2001, c.25, as amended , personal matters about an identifiable individual, including municipal or local board employees – staff issues
                        CARRIED                        


5.    OPEN MEETING

                  Moved by Councillor Gilber
                  Seconded by Councillor Harrison

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 4:13 p.m.

                        

6.    ADJOURNMENT

Meeting adjourned at 4:16 p.m.
