1.    CALL TO ORDER

The Mayor called the meeting to order at 9:00 a.m.

2.    CLOSED MEETING COMPLAINT

Donna Besman reported that she had been in contact with an investigator from Amberley Gavel who advised her that they had received a complaint about a closed meeting of Council.  The investigator will be speaking with Councillor Harrison to begin the review.

Ms. Besman briefly explained the process of an investigation of this nature and advised that once the review is complete, the investigator will produce a report with possible recommendations and that the report must be made public.  

3.    COSTS FOR SHARED SERVICES – INTERNET / SERVERS / EMAIL / TREENO / TELEPHONES

Donna Besman reviewed with Council the invoice Carling received from The Township of the Archipelago for services previously not billed but provided under the inter-municipal agreement.  It included charges for internet costs, email system, telephone system costs, electronic document management system and IT costs for servers.

Ms. Besman advised Council that she was waiting on additional information from Dan Hildebrandt and Archipelago staff.  Matter will be brought back to the next Committee meeting.


4.    COUNCIL PRIORITIES FOR 2015-2018 TERM – DISCUSSION

Council conducted a brain storming session to develop preliminary goals and objectives for the 2015-2018 term, which included:

  • replacement of the Chief Building Official
  • recruitment of Chief Administrative Officer and Treasurer
  • review of operations – staffing
  • arrangement with Fire Chief
  • strategic plan
  • orientation program from new Council
  • official plan review
  • budget process
  • pay down debt
  • roof over rink
  • sharing services
  • future building needs of fire hall
  • decision on old public works building
  • pool complex

Ms. Besman advised Council that during her 6 month contract her main priorities would include recruitment, budget and a review of operations.  

Council discussed the replacement of the senior staff.  Ms. Besman was directed to begin recruitment of a Chief Administrative Officer with Clerk and Treasurer roles to be included in their responsibilities.

5.    ADJOURNMENT

Meeting adjourned at 11:52 a.m.
