Absent with Regrets:         Gord Harrison

                       Doug Vock – C.B.O./Operational Manager

1.  CALL TO ORDER

The Mayor called the meeting to order at 9:07 a.m.

2.    WATER QUALITY COMMITTEE REPORT

Council was provided with a copy of the 2014 water quality testing results as well as results going back to the conception of the program, 2003.

The Committee is asking Council for direction on how they would like to proceed with the program.  Council supports the continuation of the testing if the Committee members are willing to continue.

Staff was directed to follow up with the Committee members to get their thoughts on continuing the program.

3.    HIRING OF SUMMER STUDENTS

Matter was deferred to the next meeting.

4.    APPOINTMENT OF SIGNING AUTHORITES

LeeAnn Bormann reported to Council of the need for new signing authorities.  Due to change in staff, only LeeAnn Bormann and Councillor Harrison are authorized to sign cheques.  Council agreed with staff’s recommendation to add the Public Works Superintendent and the Deputy Clerk as signing authorities and was directed to prepare the necessary paperwork.

5.    ASSIGNING OF VISA CARDS FOR DEPARTMENT HEADS

LeeAnn Bormann reported to Council that the T.D. Bank allows for 4 visa cards, each with a maximum credit amount of $5,000.00.  Due to staff changes Ms. Bormann recommended that Finance retain a card, but new cards be issued to Public Works, Fire Department, and the Mayor.

Council agreed with the recommendation and was directed to proceed.

6.    COUNCIL AGENDAS AND MEETING TIMES

Council expressed some concerns over the timing of the agendas and the number of late agendas being prepared so close to the meetings.  This does not give Council enough time to prepare for the meetings.

Council directed the Deputy Clerk to begin preparing agendas four days prior to the meeting date.

7.    RECREATION HALL USE AND RENTAL POLICY

Doug Vock reviewed with Council the Recreation Hall Use and Rental Policy.  Council approved the policy with some minor amendments.

8.    INCREASED BUILDING PERMIT FEES

Doug Vock reported to Council on the proposed increase to building permit fees.  

Councillor Crookshank expressed his concern with the building department running in a deficit.

Council approved the proposed increases and directed staff to prepare a By-law for approval in February.

9.    PARRY SOUND BY-LAW ENFORCEMENT SERVICES

Doug Vock reported to Council on the proposed one year agreement with the Town of Parry Sound for By-law Enforcement Services.

Councillor Murphy advised Council that she would like to see the number of times a week by-law enforcement patrols the water access sites reduced and would bring the matter up during budget discussions.

Council approved the agreement and directed staff to prepare a By-law for the January Council meeting.
10.    PUBLIC WORKS GARAGE - HEATING SYSTEM

Duncan Ross, Architect, briefly discussed with Council the problem with the heating system in the public works garage.

Mr. Ross reviewed with Council the proposal prepared by Mike Dwyer, Engineer, to settle the matter with Cowden Woods, as well as discussed options on working with Mr. Dwyer during the settlement.  

Council agreed to authorize Mr. Ross to present the proposal, prepared by Mike Dwyer dated November 12, 2014, to Cowden Woods with the following additions:
1.  That $20,000.00 be paid to the Township of Carling for legal and consulting fees;
2.  That Cowden Woods test and prove that the existing Geothermal System is operating as it was meant to function, without boiler back-up.

11.    ADJOURNMENT

Meeting adjourned at 12:40 p.m.
