1.     CALL TO ORDER

The Mayor called the meeting to order at 9:00a.m.

2.     DAVE RUSHTON. SOLAR PANEL PROJECT IN THE INDUSTRIAL PARK

Mr. Rushton updated Council on the proposed Solar Panel 20 year lease project in the Industrial Park, which is to be located east of the sewage lagoons.  He informed Council that the land proposed to be used for this project is a perfect location due to the position to the lagoons, that it will not be visible from the road and that no services to the property are required.

Council advised Mr. Rushton to proceed with the lease.

3.    COMMUNITY BUSINESS & DEVELOPMENT CENTRE REQUEST.  ECONOMIC DEVELOPMENT OFFICER

Mr. Spinney updated Council on a new program through Industry Canada/Fed Nor.  The project has a potential funding leverage ratio of 3:1.  Preliminary discussions have centred on the contracting of a full time regional economic development office (EDO).

4.    COUNCIL SCHEDULE - APPROVAL

Council approved the proposed 2015 Council/Committee meeting schedule.


5.    SENIOR STAFF INTRODUCTION TO NEW COUNCIL

Each member of senior staff introduced themselves to Council and provided and update on ongoing projects.

6.    PARRY SOUND EMS SYSTEM PLANNING REVIEW (2014-15)

Council completed the Survey as requested by the Committee.

7.    CARLING/ARCHIPELAGO SHARED SERVICES AGREEMENT–DISCUSSION & REPORT

Staff reported to Council on the individual services, servers and software Carling and Archipelago share.

The CAO indicated that the Archipelago Council is willing to continue the sharing of the servers, software and the telephone system however under a new financial arrangement rather that more properly reflects the existing usage. A new cost sharing arrangement will be forwarded to Carling Council for their consideration.

A resolution passed by The Archipelago Council at its December Council meeting was received by Carling Council.

As a result of Mayor Konovals deputation to The Archipelago December Committee meeting and as a result of statements made, Reeve Ketchum on behalf of Archipelago Council sent a letter terminating the agreement as of December 31, 2014, which was provided to Council.

As requested by Councillor Gilbert, a Cost Savings Report was provided to all of Council.

Mayor Konoval introduced Donna Besman to Council and staff as the new Acting CAO beginning January 1st, and Doug Vock, CBO, as her assistant.

8.    ADJOURNMENT
