Council Members Present:         Mayor:        Gord Harrison

1.  CALL TO ORDER

The Mayor called the meeting to order at 4:00p.m.

2.  USE OF GARLON™ RTU HERBICIDE SPRAY IN THE PARRY SOUND DISTRICT- DISCUSSION

After the discussion at the September Committee meeting, Council received additional information and wanted to have a further discussion on the use of Garlon herbicide on Township property.

Councillor Larson reported to Council that he spoke with a Biologist at the MNR who informed him that the use of Garlon has less of an impact on the environment and species at risk then the use of machines and cutting.

At this time, Council has no objection to the use of Garlon.

3.  LAYOUTS FOR ADMINISTRATION BUILDING AND PUBLIC WORKS GARAGE PLAQUES.  REQUESTING APPROVAL

Council reviewed all the quotes and layouts that staff obtained and agreed to purchase the two municipal plaques from Stone Studio.

4.  PROPOSED 2015 COUNCIL/COMMITTEE MEETINGS

Approval of the meeting schedule was deferred.


5.  OPP.  2015 MUNICIPAL POLICING BILLING STATEMENT

Staff updated Council on the impact of the new OPP Billing Model which will be transitioned over a period of 5 years. The fixed costs will be capped at approximately $40 per property per year, but the operating costs will fluctuate from year to year.  Staff will be recommending that the OPP levy be shown as a separate line item on the tax bills.

6.  WASAUKSING FIRST NATION REQUEST THAT CARLING TOWNSHIP LANDS ON PARRY ISLAND BE TRANSFERRED BACK TO WASAUKSING FIRST NATION

Staff reviewed with Council the request from the Wasauksing First Nation.  An investigation of the subject property showed that the Township of Carling is not the owner.  Staff will be forwarding all information to Wasauksing First Nation so they can proceed with their own investigation.

7.  BRUCE RODIN’S REQUEST FOR WINTER MAINTENANCE ON REMY BAY RD

Council reviewed the correspondence from Mr. Rodin and decided to leave the section of road as a seasonal road.

8.  UPDATE ON THE REALIGNMENT OF SAWDUST BAY RD

Staff updated Council on the tenders that were received.  Fowler Construction came in with the lowest bid and was the successful tender.  Work will commence next week and should take only a few weeks to complete.

9.  STAFF PERFORMANCE EVALUATIONS-DISCUSSION

Mayor Harrison and Councillor Murphy updated Council on the Performance Evaluation they created for the CAO’s position.  All of Council will receive a list of questions and are asked to complete the evaluation for discussion at the November Committee meeting.

10.  CLOSED SESSION

                    Moved by Councillor Konoval
                    Seconded by Councillor Larson

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 5:36 p.m., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended to deal with personnel matters.

                        Carried.


11.  OPEN MEETING

                        Moved by Councillor Murphy
                        Seconded by Councillor Gordon

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 5:56 p.m.

                        Carried.

12.  ADJOURNMENT

Meeting adjourned at 5:56 p.m.
