Prior to the regular Council Committee meeting, Council met as Committee of Adjustment to consider a Minor Variance Application.

1.    CALL TO ORDER

    The Acting Mayor called the meeting to order at 10:00 a.m.


2.    DEEP BAY LAKE MANAGEMENT PLAN

Staff presented to the Committee a draft resolution to which officially recognizes, supports and includes the Executive Summary of the Deep Bay Watershed and Land Management Plan as an appendix to the Official Plan.

Gary Bauer and Ed Casey of the Deep Bay Association expressed to Council their support of the proposed resolution.

3.    CEMETERY BY-LAW

Staff reviewed with the Committee the new Cemetery By-law which required updating as per the Funeral, Burial and Cremation Services Act, 2002 which took effect July 1, 2012.
4.    COMMUNITY SAFETY ZONE BY-LAW.  SAND BAY RD BETWEEN THE RESORTS

Staff reviewed with the Committee the proposed by-law to designate a portion of Sand Bay Rd. as a community safety zone.

5.    RATE OF SPEED BY-LAW – SAND BAY RD. BETWEEN THE RESORTS IN THE COMMUNITY SAFETY ZONE

Staff reviewed with the Committee the proposed by-law to set the rate of speed to the portion of Sand Bay Rd. to be designated to a community safety zone.  

6.    SIGNAGE ON 400 HWY TO PROMOTE PARRY SOUND INDUSTRIAL PARK BUSINESSES

Staff informed the Committee that the Industrial Park Board would be dealing with this issue at an upcoming meeting.

8.    NOISE BY-LAW

Jeremy Gawen, President of West Carling Association, Ed Casey, President of Deep Bay Association and Peter Grant presented to the Committee a request to amend the recently passed Noise By-law to amend Schedule 2, Section 3, which deals with the operation of any electronic device or group of connected electronic devices incorporating one or more loudspeakers or other electro-mechanical transducers and intended for the production, reproduction or amplification of sound.

Currently the By-law prohibits these types of noises from 23 00 one day to 08 00 next day (0900 Sundays).  The Associations are requesting it be prohibited all day, every day.  The Associations are also requesting that Council consider adding a section to the By-law that deals with Nuisance Noise.

Staff was directed to speak to the Municipal solicitor and report back at the July meeting.
