1.         CALL TO ORDER

 

            The Mayor called the meeting to order at 10:00 a.m.

 

2.         BAYVIEW ON PARRY SOUND - AGREEMENT FOR DOCKING RIGHTS

Council reviewed the proposed Licence Agreement and with some minor amendments it was approved.

 

3.         RAY LONG. BAYVIEW AGREEMENT FOR DOCKING RIGHTS

Ray Long thanked staff and Council for all their hard work and cooperation to move this project forward.

4.         NOISE BY-LAW

Doug Vock reviewed with Council the proposed Noise By-law provided by the Township Solicitor. Some of the changes that were made came from comments that were received from the cottage associations.

5.         TRAFFIC CALMING – SAND BAY RD.

Council discussed with staff the traffic calming measures that have been used on the portion of Sand Bay Road that travels through the resorts. Staff proposed to reduce the speed to 30 km/h and to designate that portion of road a Community Safety Zone. Council approved the recommendation and directed staff to bring forward a By-law to the June Council meeting.

6.         WEST PARRY SOUND TRUCK ROADEO

Staff reported to Council the upcoming Truck Roadeo being hosted by the West Parry Sound Road Supervisors Association on June 17, 2014. Council expressed their support.

7.         BUDGET DISCUSSIONS

Council reviewed the revised budget as presented by staff and agreed to have the necessary by-laws forward for approval at the Monday Council meeting.

8.         SPRING NEWSLETTER

            Council approved the Spring Newsletter with some minor amendments.

9.         RELEASE OF BILL WINEGARD REPORT

Staff Council approved the release of the Bill Winegard report to Carling Staff and Archipelago Council including an introduction letter setting out a brief bio of Bill Winegard and the reasons the report was requested. The report will be posted on the Carling website.

10.       VOLUNTARY BAN ON CAMPFIRES

Council decided against a voluntary ban on campfires but instead is fully supporting an education plan to encouraging visitors to burn responsible, not to cut trees down for campfires and proper clean up etc.

11.       COUNCIL ROOM SOUND SYSTEM

 

            Defer to next term.

 

12.       FIRE DEPARTMENT – STAFFING

 

Chief Hutton reported to Council his proposal to create three part-time positions in the Fire Department. The hiring of these jobs would provide the hours required to do maintenance to the facilities, equipment and apparatus which requires regular cleaning, repairing, testing and reporting to maintain operational readiness. Chief Hutton reported that having the presence of firefighters in the hall would solve the issue with daytime staffing shortage. Chief Hutton assured Council that the hours would be on top of their Honorarium package and therefore there would be no increase to the budget.

13.       CLOSED SESSION

                                                            Moved by Councillor Larson

                                                            Seconded by Councillor Konoval

 

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 2:07 p.m., pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with OMB matters and legal matters.

14.       OPEN MEETING

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 2:36 p.m.
