Prior to the regular Council Committee meeting, Council met as Committee of Adjustment to consider two Minor Variance Applications.

1.         CALL TO ORDER

            The Mayor called the meeting to order at 10:00 a.m.

 

2.         DONALD SANDERSON. WEST PARRY SOUND HEALTH CENTRE                    

Mr. Donald Sanderson, CEO and Jim Hanna from the WPSHC gave Council an update on the hospitals activities in 2013 and plans for 2014.

The hospital continues to pursue recruitment of new doctors and specialists along with an active retention program.

A request was made that the Township of Carling join the Township of The Archipelago, Municipality of McDougall and Township of Seguin by supporting the Health Human Resources Retention & Recruitments initiative.

 

3.         BUDGET DISCUSSIONS

Council reviewed the revised budget as presented by staff and agreed to have the necessary by-laws forward for approval at the May Council meeting.

4.         SPRING NEWSLETTER

Staff asked Council what items they would like in the newsletter and the following items were identified; Inter – Municipal Agreement between Carling and the Archipelago and the benefits of shared services, Elections, Waste Site Hours, Fire Permits and information on Smoke and CO detectors, Septic material, Property Tax info, Water Access Committee, activities going on at the Library and Museum, and Carling Market dates.

5.         UPDATE ON FIRE SERVICES- CHIEF HUTTON

Chief Hutton updated Council on a number of aspects of the Fire Department including the following; services that they provide, staffing and scheduling, operational assets and replacement schedules and the departments plans for 2014.

6.         VOLUNTARY BAN ON CAMPFIRES

            Matter was deferred to the May meeting.

7.         COUNCIL ROOM SOUND SYSTEM

Doug Vock reported that the Lapel Pin type microphones would not work for Council because of the number of persons that would require a mic.

Matter was deferred to the May meeting.

8.         BY-LAW TO AMEND BY-LAW 2013-21 WHICH REGULATES PUBLIC PARKS AND PUBLIC WATER ACCESS SITES

Doug Vock reported to Council the minor amendments to the By-law that are required for approval by the Court. Council had no concerns.

9.         PURCHASE OF COMPACT TRACTOR – TENDER RESULTS

Joe Ryman reported on the tender results and recommended that Council accept the tender from Tracks & Wheels for a 2014 B2650 Kubota Compact Tractor. Council had no concerns.

10.       2013 ANNUAL MONITORING REPORT – KILLBEAR LANDFILL SITE

Joe Ryman reviewed with Council the Waste Management Report 2010 – 2013 as well as reported tonnages for scrap metal. Council was provided with a copy of the 2013 Annual Monitoring Report for Killbear Landfill Site prepared by Azimuth Environmental Consulting Inc.

 

11.       UPDATE OF WINEGARD RECOMMENDATIONS

The CAO reported on the recommendations in the report and how they are being implemented.

12.       CLOSED SESSION

                                                            Moved by Councillor Gordon

                                                            Seconded by Councillor Larson

 

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 2:57 p.m., pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with OMB matters, legal matters and personnel matters.

13.       OPEN MEETING

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 3:32 p.m.

14.       ADJOURNMENT
