Prior to the regular Council Committee meeting, Council met as Committee of Adjustment to consider a Minor Variance Application.

1.         CALL TO ORDER

 

            The Mayor called the meeting to order at 10:00 a.m.

 

2.         GEORGIAN BAY BIOSPHERE RESERVE

 

Greg Mason and Becky Pollock informed Council about the programs that the GBBR provide, which included Species at Risk (SAR) Training, SAR Site Assessment, the Life on the Bay Education Seminar, State of the Bay report card and the Lessons in a Backpack program.

Mr. Mason discussed the services that GBBR team provide to other municipalities and agencies, such as providing research services, consulting on projects/applications and assisting with education and public outreach. Specifically he spoke on the GBBR’s 4 year agreement with the Township of The Archipelago on which GBBR staff assist the planning department on environmental services, as well as working with staff and ratepayers to develop Environmental Services Plan.

 

3.         BUDGET DISCUSSIONS

Council reviewed the capital projects. Council directed staff to adjust the proposed budget to allow for capital projects that were removed in this version of the draft budget.

4.         UPDATE OF 2014 COUNCIL PRIORITIES

Council reviewed the 2014 projected timelines for the identified Council priorities and accepted the report as presented. The following items are to be pursued in 2014; funding sources for Fire Hall and Roof for Rink; setup meeting with MNR Minister regarding Franklin and Crown Islands; upgrades to water access points completed; start process with Canada Post to change community mailing address; spring newsletter; website and email listing software; lobby to change OPP formula; and continue economic development of Industrial Park.

5.         UPDATE ON PROPOSED NOISE BY-LAW

Doug Vock reported to Council that he has been working with the Township Solicitor on the Draft Noise By-law. The noise by-law will come back to Council for their consideration in May.

6.         UPDATE ON WATER ACCESS COMMITTEE

Doug Vock reported to Council on the recommendations that came out of the Water Access Committee’s meetings which included signage at the docks, increase in parking areas and fines and the kayakers use at the docks.

7.         UPDATE ON OPP COSTING FORMULA - NEXT STEPS

            Mayor Harrison reported that he and the other Heads of Council from the West Parry Sound Area met with Madeleine Meilleur, Minister of Community Safety and Correctional Services, at the ROMA/OGRA conference to discuss the OPP pricing issue. The feedback that they received was that the OPP are confident with the proposed formula and that basing the costs on number of households was the fair way to go.

Council discussed the option of setting up a regional force with surrounding municipalities if the proposed funding model is implemented.

8.         COUNCIL ROOM SOUND SYSTEM

Council reviewed the quotes that Doug Vock obtained for possible Sound Systems for Council Chambers. Mr. Vock was directed to do some further research on the cost of lapel microphones and to bring the matter back to Council in April.

9.         CLOSED SESSION

                                                            Moved by Councillor Larson

                                                            Seconded by Councillor Gordon

 

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 2:15 p.m., pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with OMB matters and personnel matters.

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 2:49 p.m.
