1.         CALL TO ORDER

 

            The Mayor called the meeting to order at 10:00 a.m.

2.         ADAPTIVE PLANNING FOR EXTREME WATER LEVELS. COLIN DOBELL AND COUNCILLOR GORDON

Colin Dobell and Councillor Gordon spoke on the draft Extreme Water Levels Adaptive Planning program proposed for Carling Township. After a discussion the Committee agreed that a resolution be brought forward on Mondays Council Agenda agreeing to start Phases one and two in the plan as presented.

3.         BUDGET DISCUSSIONS

 

  1. a)Security Cameras and Fencing
  2. b)Council Sound System
  3. c)General Budget discussion

 

Council discussed the securing of the Township property where the office, fire hall, and public works buildings are located. In addition the installation of a camera at the rink change room was considered. Council directed the Public Works Superintendent to come back with more firm costing figures and the location of the proposed fencing and whether it could be done in stages.

Council reviewed the two proposals and directed the CBO to speak to the absent Council members and then come back with firm numbers for consideration in the 2014 budget.

Council discussed the preliminary budget numbers and asked staff to go back and look at further cost savings and constraints.

4.         TEMPORARY DOCK BY-LAW - DISCUSSION

Council discussed the matter and directed staff to proceed with the repeal of the by-law and the required notice.

5.         RECREATION HALL USE AND RENTAL POLICY

           

Doug Vock presented the revised policy and after some discussion was directed to modify some sections and then proceed with its implementation.

6.         BEACON POINT PARK PROJECT

Council discussed the Beacon Point Park Project as submitted by the GBBR and indicated that they would look at this matter further next month in the overall budget discussions.

7.         VOLUNTARY BAN ON CAMPFIRES

Committee discussed the request but made no decision.

8.         UPDATE ON 2014 COUNCIL PRIORITIES

            Item deferred to March due to two Council members being absent.

9.         UPDATE ON OPP COSTING FORMULA

Mayor Harrison reported on the activities being undertaken to challenge the proposed new costing formula ranging from the exploration of establishing a police force, AMO lobbying, to requesting that the OPP downloading be reversed for municipalities that are under the population threshold of 5,000 and making them exempt.

 

10.       PARTNERING FOR HEALTHY KIDS

Council asked staff to explore if this program could be linked with other organizations such as the YMCA.

11.       ADJOURNMENT
