1.         CALL TO ORDER

 

            The Mayor called the meeting to order at 10:00 a.m.

2.         CLOSED SESSION

                                                            Moved by Councillor Murphy

                                                            Seconded by Councillor Konoval

 

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 10:05 p.m., pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with legal and matters.

 

                                                                        Carried.

3.         OPEN MEETING

 

                                                                        Moved by Councillor Murphy

                                                                        Seconded by Councillor Larson

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 10:45 a.m.

                                                            Carried.

4.         OBSTRUCTION OF ROADS BY-LAW.

Joe Ryman presented Council with a new proposed Obstruction of Roads By-law which is a by-law that prohibits the obstructing, encumbering, injuring or fouling of all municipal roads or bridges. Council approved the by-law with one minor amendment.

5.         AMENDING AGREEMENT. NEW MUNICIPAL HAZARDOUS OR SPECIAL WASTES SERVICES AGREEMENT.

           

Joe Ryman reviewed with Council the proposed New Municipal Hazardous or Special Waste Services Agreement between the Township and Stewardship Ontario. This agreement is necessary if the Township continues on holding the annual Household Hazardous Waste Day.

6.         MUNICIPALITY OF MCDOUGALL. MAINTENANCE OF NOBEL ROAD

Joe Ryman reported that McDougall Township is exploring the possibility of contracting with the MTO for the maintenance of Nobel Road. A portion of Nobel Road is in Carling Township and was included in their proposal. Council had no concerns or issues with McDougall maintaining our portion.

7.         HAUGHTON CONSENT APPLICATION B15/2010(C)

John Jackson reviewed his report that he prepared on the Haughton Consent, as requested by Council. He described to Council the number of serious constraints of the lands and the problems with compliance with the Provincial Policy, the Official Plan and Zoning By-law.

8.         COUNCIL PROCEDURES

Councillor Konoval was seeking Council thoughts on adding an Open Forum to the agenda. Council discussed the topic but decided against the addition as ratepayers already have a way to address Council through the deputation process.

Councillor Konoval expressed some concerns with the Donation policy. It was decided that all donation requests received through written requests or deputations will be added to budget discussions or as new business on a following agenda.

At this point in the meeting, Mayor Harrison left the meeting and Councillor Larson took over as Chair.

9.         BUDGET DISCUSSIONS

 

            Building & By-law Enforcement

Council discussed the preliminary budget numbers. Council had no concern with the proposed budget.

 

Fire Department

Council reviewed the proposed fire budget. Further discussion on proposed capital equipment purchases in the new year.

 

Public Works

Roads

Council reviewed the proposed roads budget and a general discussion took place around the proposed 2014 capital equipment purchases and 2014 capital expenditures.

 

Waste

Council reviewed the draft waste budget numbers and asked questions of clarification on specific items.

 

Parks & Recreation, Access Points, and Cemetery

Council reviewed the draft budget numbers and asked questions of clarification on specific items.

Mayor Harrison returned to the meeting but Councillor Larson continued as Chair.

 

Community Centre

Council reviewed the draft budget and had no concerns.

 

Environment

Council identified no issues with the proposed budget.

 

Planning

Council identified no issues with the proposed budget.

 

10.       FUTURE OF THE FIRE HALL

Council reviewed the two options for a new Fire Station that were prepared by Duncan Ross, Architect. After some discussion Council decided not to move forward with a decision on the Fire Hall and to leave the project to the next Council.

11.       ADJOURNMENT

 

Meeting adjourned at 3:35 p.m.
