1.         CALL TO ORDER

 

2.         DEEP BAY ASSOCIATION. LAKE MANAGEMENT PLAN.

John Jackson, Planning Consultant for the Township reported on the Lake Management Plan that was prepared by the Deep Bay Association. The Association was asked to bring forward some recommendations on possible new regulations and/or controls.

3.         ED CASEY, DEEP BAY ASSOCIATION. DEEP BAY NARROWS

Ed Casey, President of the Deep Bay Association presented a preliminary survey done by Tulloch Engineering. The purpose of the survey is to show the existing conditions of the narrows and the volume of rock that would need to be removed depending on the depth level.

Mr. Casey reported to Council that in order to get the proper flushing of Deep Bay, the channel should be blasted to 15 metres wide and down to 173.44m.

Mr. Casey conveyed to Council that the Association feels that it’s unfair that only a number of residents on Deep Bay pay for the blasting and requested that Township pay for the project and use best efforts to gather funds from other government agencies.

4.         KLAUS BACKES. REQUEST TO MOVE DOCK AND BOATHOUSE - ALVES BAY.

Mayor Harrison declared a pecuniary interest and removed himself from the table. Councillor Larson took over the chair.

Council received a letter from Mr. Backes request permission to relocate his dock and boathouse from its existing location, due to the low water levels. Council directed staff to convey their permission to move the dock, but encourage Mr. Backes to remove the boathouse.

Mayor Harrison resumed his seat on Council.

5.         REQUEST TO NAME PRIVATE ROAD

Staff reported to Council on Orest Kalyn’s private road, which runs north over Concessions 2, 3 and 4 through Lots 15, 16 and 17 to gain access to lots on Lake Shebeshekong which he created through consent. For emergency purposes, the private road should be named and lots assigned proper 911 civic addresses.

Council directed staff to proceed with the notice requirements and prepare a By-law to name the private road Oredon Trail.

           

6.         BEACON POINT PARK

Council agreed that GBBR prepare a design for the proposed park and present to the Committee and then hold a public meeting.

7.         CARLING WATER ACCESS POINTS

Council directed staff to set up a stakeholders meeting for October Committee meeting to discuss how the kayakers/boaters are functioning at Snug Harbour, Dillon and Pengally Docks.

8.         PUBLIC WORKS:

TRANSFER STATIONS – CLEAR BAG POLICY

Staff was directed to implement an education and mandatory recycling program for next year.

            PROPOSED TRAFFIC CALMING MEASURES – SAND BAY RD.

Council directed staff to prepare a by-law to drop the speed limit down to 30 km/h in the resort area and continue to monitor speeds.

           

            SWIM PROGRAM FINAL REPORT 2013

Council directed staff to complete a more detailed cost benefit analysis and report back to the Committee.

9.         CLOSED MEETING

                                                            Seconded by Councillor Gordon

 

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 1:53 p.m., pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with legal and matters regarding Alves Boathouses and OMB Matters.

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 2:05 p.m.
