Prior to the regular Council Committee meeting, Council met as Committee of Adjustment to consider two Minor Variance Applications.

 

1.         CALL TO ORDER

  The Mayor called the meeting to order at 10:05 a.m.

 

2.         DEPUTATIONS

DOUG NEIL – FITZGERALD BEACH

Mr. Neal, who owns property that abuts the Fitzgerald Bay Public Beach, spoke to Council about the recent resolution that was passed that permitted kayak use at the beach on a trial period. Other then the surrounding property owners not being consulted before the decision was made, the main concerns which he expressed to Council were the potential safety issues due to the number of young children that use the beach, the fact that there is no washroom facilities, that non-residents would be accessing the beach and that the decision would set a precedent, making it difficult to go back on.

 

DAN EDGAR – FITZGERALD BEACH

Mr. Edgar expressed to Council the same concerns as Mr. Neil.

He explained to Council that a washroom is required at this site, that the change room be looks at because they have fallen in disrepair and that the beach be dragged.

Council directed staff to order a portable washroom be placed at the site for the season and that the change rooms be inspected, and an estimate for upgrades be brought back to the next Committee meeting.

 

3.         COMMUNITY SAFETY ZONES

Joe Ryman, Public Works Superintendant, updated the Committee on the process on how to implement Community Safety Zones. East Carling Bay Rd., Sand Bay Rd. (area of road between Sand Bay Resort and Rockwood Resort), and Hwy 559 (between the Detour and Killbear Park) have been flagged as areas of concern due to speeding.

Joe is directed to come up with a Traffic Management Plan and ideas for other tools that Council can use for these areas of concern.

 

4.         CLOSED MEETING

                                                            Moved by Councillor Gordon

                                                            Seconded by Councillor Murphy

 

NOW THEREFORE BE IT RESOLVED that Committee of the Whole move into a CLOSED MEETING at 11:25 a.m., pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with legal matters.

                                                                        Carried.

NOW THEREFORE BE IT RESOLVED that Council move out of a CLOSED MEETING at 11:37 a.m.

 

                                                            Carried.

 

Mr. Blair is requesting the Committee’s permission to relocate his dock and boathouse from its existing location, due to the low water levels.

Staff is directed to conduct a site visit to determine if there is an appropriate location.

 

7.         COMMUNICATION PROTOCOL

Councillor Konoval spoke to the Committee about his concerns that Councillors are receiving emails that do not always include Staff and the importance that staff up to date with ratepayer concerns or issues.

The Committee recommended that Council forward emails for staff to deal with, and if responding include all appropriate staff and/or Council members.

 

8.         STEVE CROOKSHANK – REQUEST FOR DOCK

Steve and Judy Crookshank own property adjacent to the Snug Harbour Boat Launch, and due to low water levels and limited frontage they have no access to water. The Township owns the water lot directly in front of their property.

The Crookshank’s are asking for Councils assistance to get access to the water to locate a dock for their use.

Staff recommended that the Crookshank’s dredge a channel in the area north of the Snug Harbour dock up to their property. The Crookshank’s will be looking into pricing for the required dredging.

 

9.         STRATEGIC PLANNING -DISCUSSION

Council agreed to move forward with the strategic planning process with Carolyn Kearns. Staff are looking a dates for first meeting.

 

10.          ADJOURNMENT
