1.    CALL TO ORDER

The Mayor called the meeting to order at 10:00 a.m.

2.    PLANNING

   OFFICIAL PLAN AMENDMENT-PROHIBIT BOATHOUSES
    
Council discussed the proposed Official Plan Amendment to prohibit any future boathouses and the proposed public notice.

    SPECIAL ZONING-DEEP BAY

Councillor Gordon reminded Council that it was the understanding that the Association was to get back to Council with recommendations on this matter.

    TEMPORARY USE BY-LAW – DOCKS

Ray Hachigian, CBO from the Township of The Archipelago presented to Council a proposed plan that is being put forth for municipalities to help deal with the crisis of low water levels on Georgian Bay. Municipalities are being asked to assist ratepayers in ensuring the submission of complete applications to MNR and DFO for in-water works as well as where necessary for a temporary time frame the ability to relocate docks to allow access to the Bay while water levels are at this extreme low level. The overall objective is to assist ratepayers in gaining access to their properties and the ability to use their docks.

Council was in general agreement with the proposed plan with some modifications.

3.    CLOSED MEETING

                        Moved by Councillor Konoval
                        Seconded by Councillor Murphy

NOW THEREFORE BE IT RESOLVED that the Committee of the Whole move in to a closed session at 11:24 a.m. to deal with legal matters involving cottage rentals.

                        Carried.

4.    OPEN MEETING

                        Moved by Councillor Konoval
                        Seconded by Councillor Gordon

NOW THEREFORE BE IT RESOLVED that the Committee of the Whole move out of closed session at 11:35 a.m.

                        Carried.

5.    ADMINISTRATION

KILLBEAR PROVINCIAL PARK – FEES FOR SERVICES

Council discussed the issue of the recent notification by MPAC to make both Killbear and the Limestones exempt from being responsible for any future Payment-in-Lieu obligations to the township. The CAO indicated that MPAC will be making a presentation to Council on this matter in January as they were not able to attend the December meetings. Staff are in contact with the Townships lawyer and plans are underway to appeal the reductions in assessment on the Limestones and then Court action if necessary to fight the decision to make the parks exempt.

The Committee of the Whole recessed for lunch.
    
6.    BUDGET DISCUSSIONS

Public Works

Roads

Council reviewed the revised proposed roads budget and a general discussion took place around the changes.

Waste

Council had no concern with the amended waste budget. Only questions raised revolved around the proposed landfill mining proposal.

Parks & Recreation, Access Points, and Cemetery

The members of Council reviewed the revised budget numbers and asked questions of clarification on specific items.

Building & By-law Enforcement

Council informed of the revision to the budget and asked questions regarding the changes to the expenditures.

Community Centre

Council reviewed the revised budget and asked specific questions pertaining to the revisions.

Fire Department

The Fire Chief Council answered questions regarding his revised budget and capital items. Council informed that with minor investment the old Admin/Public Works building could meet post disaster requirements and therefore used by the Fire Department. Discussion took place regarding this potential use.

Environment

Council asked questions on the use of an outside consultant on the water quality budget and the species at risk training. Council wanted to ensure enough funds were available for the proposed septic education program for property owners.

Planning

Council identified no issues with the proposed budget.

Council/Administration

Council reviewed revised numbers and asked questions about the proposed additional staff member. Council provided information on 2012 summary of revenues and expenditures, reserves and reserve funds and debentures.


7.    CLOSED MEETING

                        Moved by Councillor Larson
                        Seconded by Councillor Gordon

NOW THEREFORE BE IT RESOLVED that the Committee of the Whole move in to a closed session at 2:35 p.m. to deal with legal and personnel matters matters involving Library and staff.

                        Carried.

8.    OPEN MEETING

                        Moved by Councillor Murphy
                        Seconded by Councillor Gordon

NOW THEREFORE BE IT RESOLVED that the Committee of the Whole move out of closed session at 3:25 p.m.

                        Carried.


9.    ADJOURNMENT

    Meeting adjourned at 3:27 p.m.
