1.         CALL TO ORDER

 

            The Mayor called the meeting to order at 10:00 a.m.

 

2.         COMMITTEE OF ADJUSTMENT

                       

            Minor Variance Application A/3/2012

Applicant: Jane Hilborn. 57 Pengally Bay Rd.

 

3.         CLOSED MEETING

                                                                        Moved by Councillor Murphy

                                                                        Seconded by Councillor Konoval

 

NOW THEREFORE BE IT RESOLVED that Council as Committee of the Whole move into a CLOSED MEETING at 10:16 a.m., pursuant to Section 239(2) of the Municipal Act, 2001,S.O. 2001, c.25, as amended to deal with legal (OMB) and property matters.

4.         OPEN MEETING

NOW THEREFORE BE IT RESOLVED that Council as Committee of the Whole move out of a CLOSED MEETING at 11:45 a.m.

5.         BY-LAW ENFORCEMENT

           

Council discussed the installation of a parking meter for non-resident vehicles at Snug Harbour and the potential expansion of the site as well as that at Pengally. Council directed staff to include this item in the 2013 budget deliberations.

 

The C.B.O. discussed with Council whether they would like to see an increase in by-law enforcement as the volume has increased significantly in 2012. Council directed staff to prepare for an increase in the 2013 budget and come back to Council with a recommendation on options for the provision of this service.

 

6.         CURRAN TRAIL – ALEXANDER PROPOSAL

 

Council discussed the request by Mr. Alexander and it was the direction of Council that staff contact Mr. Alexander and indicate that they are not interested in the swapping of land but prepared to stop-up and close the road allowance in question. In addition, Council wished Mr. Alexander and the users of Curran Trail success in reaching a mutual agreement between all interested parties regarding the usage of the private road.

8.         LIGHTHOUSES

 

Council discussed the next steps in preparing a business plan for the lighthouses located in Carling Township. Council accepted the recommendation of hiring Joe Ball of MPS Engineering and Peter Irvine and ex-coast guard employee to undertake the necessary work to provide a report on the structures involved. Council reviewed the various structures and narrowed the interested items down to Snug Harbour and Red Rock lighthouses. Council asked staff to get answers on operating expenses and disposal restrictions. Council at this stage has decided to drop their interest in Killbear and Jones Lighthouses and the various ranges.

 

9.         CLOSED MEETING

NOW THEREFORE BE IT RESOLVED that Council as Committee of the Whole move into a CLOSED MEETING at 1:50 p.m., pursuant to Section 239(2) of the Municipal Act, 2001, S.O. 2001, c.25, as amended to deal with personnel matters.
