1.    CALL TO ORDER

    The Mayor called the meeting to order at 10:20 a.m.

2.    MICHAEL PETTAPIECE – REQUEST FOR COUNCIL TO CONSIDER SALE OF ROAD ALLOWANCE


The Council reviewed the request by Pettapiece to purchase the whole road allowance and Council agreed in principle as it would increase an existing lot of record to a more appropriate size.


3.    SMART COMMUNITIES – SELF-VISIONING TOOL


Council determined that Councillor Konoval should be the townships representative on the Smart Communities self-visioning exercise as he is Council’s member on the REDAC committee.


4.    FRANKLIN/HUCKLEBERRY ISLAND STEWARDSHIP PROGRAM


Present at the meeting were Mr. & Mrs Wellnhofer, Tim Dyer representing White Squall, Greg Mason representing the Biosphere Reserve, and by telephone Jeremy Gawan representing West Carling Association and Brooks Greer and Mark Carabetta representing the Georgian Bay Land Trust. The Public Work Superintendent brought the group up to date with the meeting held with Chris Near earlier in the week represented the EGBSC.

Discussion followed on ways to make the program more efficient and less reliant on municipal funding. Township staff was directed to investigate and implement expenditure reductions for 2012, as well as to look at potential revenue generation and long-term solutions for this program.


5.    CLOSED MEETING

                   Moved by Councillor Konoval
            Seconded by Councillor Murphy

NOW THEREFORE BE IT RESOLVED that Council move into a closed meeting at 11:35 a.m. to discuss legal matters related to the OMB appeal.

            Carried.

6.    OPEN MEETING

                   Moved by Councillor Gordon
            Seconded by Councillor Konoval

NOW THEREFORE BE IT RESOLVED that Council move into an open meeting at 12:35 p.m.

            Carried.

PROPOSED HABITAT REGULATION FOR THE EASTERN FOXSNAKE
Council had a brief discussion around the correspondence received from the Township of The Archipelago and the Georgian Bay Association.

8.    CARLING RESIDENTS PARKING LOT ON SNUG HARBOUR

Council discussed the proposal presented at the last Council meeting along with input from the CBO, Doug Vock and it was the consensus of the members that the township continue to manage the parking areas and to continue with its discussions with MNR to expand these sites.
 
9.    ADMINISTRATION FEES FOR BY-LAW ENFORCEMENT


The CBO, Doug Vock spoke to Council regarding his report and Council asked questions and it was suggested that staff review this service in 2012 and explore all options open to the municipality.


10.    ROAD REPORT

The Public Works Superintendent, Joe Ryman presented his report and answered questions from Council.


11.    BUDGET DISCUSSIONS
    
Council discussed the Recreation budget and specifically the Community Centre with the CBO and the items requested by the Recreation Committee. Council agreed with the recommendations as put forth by the CBO and to include the changes in the proposed 2012 budget.

Council discussed with the Public Works Superintendent the proposed recreation budget and specifically Franklin Island and the Swim Program. Council directed staff to look at various options to reduce expenditures for 2012.

Council held discussions regarding the proposed capital expenditures put forth by the Public Works Superintendent.

The Fire Chief answered questions from Council on his proposed 2012 budget and the capital items included in his budget.

The Treasurer answered questions from Council on the updated 2012 budget figures. In addition, Council discussed the various donations requests received to date.

            Seconded by Councillor Murphy

NOW THEREFORE BE IT RESOLVED that Council move into a closed meeting at 4:00 p.m. to discuss personnel and legal matters.

            Carried.
    
13.    OPEN MEETING

                   Moved by Councillor Gordon
            Seconded by Councillor Larson

NOW THEREFORE BE IT RESOLVED that Council move into an open meeting at 4:35 p.m.

            Carried.

14.    ADJOURNMENT

    Meeting adjourned at 4:37 p.m.
