1.    CALL TO ORDER

    The Mayor called the meeting to order at 4:00 p.m.


2.    TERRY GILBERT -  ASSUMPTION OF CARLING RESIDENTS PARKING LOT ON SNUG HARBOUR


Mr. Gilbert spoke to Council regarding his request to take over ownership of the parking lot closest to Snug Harbour as his business required additional parking space. If Council is agreeable then he would be approaching the Ministry of Natural Resources to lease additional land across the creek behind this parking area to be cleared and used for additional boat storage and parking for his customers.

Mr. Gilbert would continue to permit Township residents to park for free in this area with township passes while leaving the second township parking area in municipal hands and for use by non-residents. Mr. Gilbert would like the municipality to continue to police the site with its by-law enforcement officers to ensure that abusers continue to be fined.
Staff raised the point that any expansion would likely require MNR studies for Species at Risk.

Council indicated that they would take his request into consideration and get back to him with their decision in the next two months.


3.    CLOSED MEETING

                   Moved by Councillor Gordon
            Seconded by Councillor Larson

NOW THEREFORE BE IT RESOLVED that Council move into a closed meeting at 4:30 p.m. to discuss legal and property matters.

            Carried.

    OPEN MEETING

                   Moved by Councillor Murphy
            Seconded by Councillor Konoval

NOW THEREFORE BE IT RESOLVED that Council move into an open meeting at 5:35 p.m.

            Carried.

4.    PUBLIC WORKS ROAD CONSTRUCTION FORECAST


Joe Ryman the Public Works Superintendent presented his construction forecast for the Township road network.

Councillor Murphy asked if the projections could be totaled by year, so that Council could see the yearly impact of the proposed capital expenditures.


5.    BUDGET DISCUSSIONS
    
The Treasurer presented Council with an updated budget figures that showed both expenditure and revenue figures as known and projected to date as well as reserve figures.

Council requested that the capital figures identified in the budget be further broken down showing the items included in these figures.

Council requested that the Fire Chief attend the next meeting.

Council sought explanations for various figures in waste management, public works, and recreation (swim program and Franklin Island). The Public Work Superintendent indicated he would provide further details and information at the February meeting.
